Ping tests Layer 3 connectivity, useful in determining that links are in
place.

Telnet tests Layer 7 connectivity, useful in determining that applications
are able to use the link.

Tracert (Layer 3) will gather ICMP echos to determine any path delays and
where these are occuring on a network, useful in finding out where the
problem may be.

I'm sure someone will explain how these relate to Packet.
