At any given time, my local Goodwill store will have at least one C=64.
Usually one can choose between the older brown one and the new putty model.
I've also seen the 128 and 128d, which has a very nice keyboard. There's
also a lunchbox version, which I've seen from time to time at local flea
markets in the $20 range. The C=64 tends to be priced between $5 and $10
most of the time.
Goodwill really is a great place to find an older computer for this kind of
task. Just yesterday I dropped by and looked at an Apple //GS for $40, with
a few monitors for $20 and a keyboard (no mouse or adb cable) for $5. I
bought a //c for $15, and a PCMCIA 14.4k modem, in box, for $2. Just be
prepared to walk away, as I've also seen them charge $1.00 per floppy for
loose 5.25" disks.
I've never had a totally bad computer come from one of these places. At
worst, I've gotten a bad floppy drive.

Earlier version of PakRatt we callsign protected. Unfortunity, AEA had to
go this route due to the high piracy rate in the ham community. We bought
the source for it back in 1999, and you can get an upgrade to the 2.1

You also might want to get the DSP upgrade for it.. http://www.timewave.com
