JNOS will do this just fine. Perhaps, you don't know enough about JNOS
yet to realize it. There is a standard distribution of JNOS for use as a
BBS. TNOS might be a better choice, but the author of TNOS has dropped
out of the picture, so it will no longer be supported by him. Good
reason to stay away from it.

JNOS is too large of a program to have all of its features enabled
simultaniously. The standard BBS distribution of JNOS should meet your
needs.
You can also compile a custom version of JNOS for yourself using Linux
compiler. If you are new at Linux, you probably are not ready for that.
Linux may be a great operating system, but it is way too difficult to
figure out how to make it run.
Perhaps your problem is that you are having trouble configuring JNOS and
need some help. The best place to get help is the NOS-BBS mailing list.
