Yes, all you would need is a terminal to run the D7 in packet mode.
You can find all the TNC commands at:

Is it a real TNC? Well ........ sort of. You will be lacking full
duplex in the TNC. It can rx and tx, but not at the same time.
A "real" TNC could do both with a full duplex radio like the D7.
This makes things like Pacsats imposible to connect with, although
it does allow listening. For most earth bound transmisions such as
normal packet and digipeating, this is not a problem. Other than that,
I beleive it is pretty "real".
