I don't think it is a radio amateur.  I did a host nslookup and
nothing. I did a web search and attempted to telnet and browse the
address with no luck.  It is not in the ampr-gateways file neither.

So looks like 'Joe Blogg' attempting a denial of service attack on
you.  This IP address is in a range registered to a comms group in
China.  Go to some domain registrar, like http://www.nic.com/ and type
the IP address into whois.  You will then find a email address for the
hostmaster or reporting abuse.  Drop them a email.  I hope someone
there speaks english!
