 chosen for the second public forum and the only public forum in regional
 Queensland for the ACA Amateur Radio Review Team to provide explanation and
 receive input on the recently released Discussion Paper on AR in VK.

 The news this week is the release of the ACA's discussion paper,
 "Review Of Amateur Service Regulation".

 In this feature packed edition of QNEWS, and we warn you it's a
 "3 cup of coffee" length bulletin, we will be joined not only
 by our regular contributors from across the globe but also by
 WIA Director David Jones, WIAVictoria President Jim Linton and right now
 by Mark Loney ACA Executive Manager Radio Frequency Planning Group.

 Mark, for QNEWS listeners/readers, what has brought about this review.

 "World Radiocommunication Conference (WRC03) fundamentally changed
 Article 25, these changes provide us, the ACA with an opportunity
 to review and simplify the current regulatory and licensing arrangements
 for the amateur service.

 This week we have posted all Amateurs, hopefully they have been keeping
 contact details with us up to date, posted a letter telling where they
 may obtain a copy of the discussion paper and advising of our intent to
 hold public meetings as part of the consultation process for this review
 in all State capital cities in late September 2003 to answer any questions
 raised in the discussion paper.

 Thanks Mark, Mark Loney the ACA Executive Manager Radio Frequency Planning
 Group if you'd like to stay on line I see a note on the screen from
 VK4BAT about a planned visit to VK4 by ACA, we'll talk about that in a
 moment but now, Jim Linton joins us. Jim has had time to peruse the
 51 page discussion paper so on QNEWS it's welcome to the WIAVictorian
 President with his "ACA discussion paper - an overview".]


 Radical changes are being proposed for the Amateur Service in the
 just issued ACA discussion paper entitled "A Review of Amateur Service
 Regulation".

 The paper is sure to stimulate debate, particularly its reference to
 interference experienced by domestic television and radio receivers,
 and a suggestion that radio amateurs should take full responsibility to
 resolve these problems.

 The ACA has set a deadline of 31 October, 2003, for responses to its
 discussion paper.

 A major purpose of the paper is to discuss the implementation of the
 changes arising out of the World Radiocommunications Conference held in
 Geneva this year.

 These changes include the end of mandatory Morse code tests for
 amateur licences,  amateur callsigns, third party traffic, communications
 during disasters, and reciprocal and visitor licensing.

 The ACA, as expected, has also taken the opportunity to discuss
 restructuring of amateur licensing, the regulatory controls and
 administration of the Amateur Service in Australia.

 The paper acknowledges the WIA's proposal for a new entry level
 licence, and the potential for it to replace the current Novice licence.

 It discusses restructuring of the current system of seven different
 amateur licence types (five operator, plus repeater and beacon), to create
 only two operator licence types - Unrestricted and Novice.

 The paper's Appendix C is a clear demonstration of the decline of
 amateur radio through the number of licences on issue. There was a peak of
 17,158 in September 1996 and it had decreased to 14,364 in June 2003.

 The ACA seeks comments from the amateur fraternity about future
 licensing options.

 On a positive note the paper hints that the removal of Morse code
 tests for amateur licences may occur earlier than the ACA's current
 timetable.

 It states that if there is sufficient public support, the code
 requirement could be removed prior to its proposed implementation of
 regulatory changes flowing from its discussion paper in early 2005.

 The ACA has proposed moving the Amateur Service from apparatus
 licensing to class licensing. This needs to be considered carefully.
 While the removal of annual licence fees offered under class licensing
 is attractive, there may be some negative impacts of such a change.

 In a controversial proposal, the ACA is to consider the introduction
 of a "no interference" policy for radio amateurs.

 It states "The operation of an amateur station, which is essentially
 a hobby, should not disturb another person's activities, such as
 television viewing or radio listening, or affect commercial activities."

 Should the "no interference" policy be introduced, it would be a
 major shift from the current ACA policy that provides for a shared
 responsibility between the radio amateur and his neighbour for the
 resolution of an interference problem.

 To make it clear, the ACA explains "This would mean that an amateur
 must not cause interference to other radiocommunication services. If
 causing interference to another service, the obligation will be on the
 amateur to resolve the problem."

 It is interesting that the ACA includes the phrase "commercial
 activities" which in light of the widespread use of radiocommunications
 equipment could mean a huge range of devices beyond TV and radio sets.

 Perhaps not immediately, but through the thin end of the wedge
 mechanism the "no interference" policy could be expanded in future years
 placing even more restrictions on the activity of amateur radio.
 The WIA will be seeking clarification on this matter.

 The provision of amateur examinations, certificates and licences is
 under review. The WIA will continue the current arrangements with the ACA
 allowing it to conduct examinations on behalf of the ACA until January 2005.

 The ACA is now suggesting that an "amateur registration body" could
 feasibly  manage amateur examinations, issue certificates, issue and manage
 callsigns, and maintain a register of amateur station locations.

 It seeks comments about the possible outsourcing of these administrative
 functions.

 The ACA guidelines for the use Amateur Internet Linking Systems are
 also open for review.

 NEWS from WIA DIRECTOR DAVID JONES

 Current WIA and ACA Liaison Matters.

 Of late, there have been many comments and criticisms made of WIA personnel 
 regarding the two most topical subjects, viz a new entry point to the ARS 
 and the matter of the deletion of CW as being a mandatory condition for 
 access to the HF bands.  Unfortunately, much of the comment made has been 
 selective in its focus, and a broader view is called for by everyone.

 So that all divisional members are more fully aware, I will briefly
 expand on  these discussion positions.

 1.  New Entry License Level:
 The WIA first commenced consideration of such an opportunity some three 
 years ago, and after consideration in a formal sense at the 2002 Federal 
 Convention, it progressed to policy position as a result of the 2003 
 Convention motion.  This sought a relatively low-powered entry level, with 
 access to a majority of bands, such bands to be determined in consultation 
 with the ACA.  No more than that, as such a brief gave room for negotiation 
 with the ACA without binding anyone to a position which may require 
 rescission of motions passed in order to progress the matter.

 Prior to this, the WIA had received informal advice that we had to be 
 mindful of costs since any change could have serious implications for our 
 Regulator.  Given that the ARS does not provide a serious revenue stream to 
 Treasury, we have to be cognisant that any cost increases would likely be 
 borne by the ARS itself.  Accept it that the "user pays" principle will be 
 wholly applied.

 The WIA has long sought to be more involved in all matters to do with the 
 administration of the ARS in Australia.  As an example, we conduct 
 examinations under a contractual arrangement with the ACA.  The reader may 
 note that it is the exact terms of this contract, and the associated audit 
 trail, which so often lead to delays in provision of exam results, not as 
 often stated, a paucity of performance on the part of office 
 staff.  Regrettably, that too does happen from time to time, and your 
 directors are looking at ways to overcome these frustration's.
 
 But back to administration issues.  If there are to be more license grades 
 (in some respects, the deletion of CW does not actually change the grades), 
 it therefore follows that ACA costs would likely rise, and when passed on, 
 then our license costs would also rise.  Probably, quite significantly, 
 given that the costs would be spread over the relatively small number of 
 amateurs in Australia.

 If offered, the WIA would likely seek to take on the role of licensing 
 provider.  But before the WIA could take on such a role, the Institute 
 would need to dramatically expand its federal office infrastructure, 
 including number of staff, office space, computers etc.  All 
 overnight.  And who would pay for this ?  Only the members of the WIA .... 
 as is usually the case, the non-members would derive the benefits of the 
 WIA keeping the costs of licensing down, with no guarantee that they would 
 all join in order to offset our cost increases.  A partial win-mainly lose 
 situation.

 A three-tier license structure has a lot of appeal on a progressional 
 learning basis, but according to the ACA, it would add to administration 
 costs ... which would be passed on.  Remember, it will also cost them money 
 to delete CW ... as someone actually has to do the work associated with the 
 grades, documents, certificates of proficiency, computer data entries etc.
 
 So at this stage, the WIA has taken the "path of least resistance", that 
 being a two-tier structure, which apparently suits the ACA (and hence, 
 Treasury).  Naturally, the position is under constant review as it is the 
 aim of the WIA to develop a licensing structure that does not actively 
 disadvantage existing licensees, reflects the needs of the potential new 
 entrants, and provides a path by which the self-educating philosophies of 
 the ARS can best be expressed and developed.
 
 2.  Deletion of CW as an Examinable Requirement for Access to Bands below 
     30MHz:

 Again, there has been much to say about this.  The subject was listed for 
 discussion and resolution at the recent World Radio Conference, held in 
 Geneva in July 2003.  At that meeting, it was resolved to delete the 
 requirement, and left the enabling time-frames to each ITU-member 
 administration.
 
 Some administrations acted very quickly, such as Switzerland, which did so 
 almost overnight.  Almost a dozen have since acted, and by the time you 
 read this, many others, especially I suspect, CEPT-aligned countries, will 
 do likewise, so it is not important to list those which have.  More 
 importantly, it is significant to note that ours has not.
 
 The ACA has determined that it would consult with the stakeholders (whoever 
 they may be, given that the WIA has, for several years, supported the 
 removal, and neither military nor commercial interests have any real 
 bearing).  The ACA is currently stating that the WIA should have begun 
 serious lobbying for the removal years ago.  That is a specious argument, 
 as the WIA through the ACA/WIA Liaison Committee, has made it clear that we 
 support the removal, and the Australian government delegation, under advice 
 from the ACA and indirectly therefore, from the WIA, voted at WRC to delete 
 the requirements for CW.
 
 Ergo ... it is inappropriate for the ACA to now say that it didn't know 
 that the WIA wanted the removal of the CW requirement to happen as quickly 
 as was reasonably possible.
 
 The Federal President has written to the Chair of the ACA, after having 
 given advice that a formal request letter was on its way.  This is the 
 appropriate course to follow.
 WIA directors are considering alternative methods to pressure the ACA into 
 reviewing its position, and we will keep you as informed as we can.

 GENERAL INTEREST NEWS FROM 'DOWNUNDER'.
 Ram-raid gangs are plaguing  Sydney businesses, and in the process
 becoming increasingly brazen. One group involved in a robbery this
 week used a police  radio to try and call off a pursuit.

 Police had  interrupted a  ram-raid in progress on an Sydney suburban
 electronics store, they pursued the  bandits who several times used a
 police radio to impersonate the officers in the pursuing car, yelling
 for the dispatchers to 'terminate the pursuit now'. However they were
 unable  to  quote  the police call sign to identify themselves to the
 radio control staff.

 Unfortunately the pursuit WAS eventually terminated due to dangerous speeds.

 KICKING BUTT

 When a Transatlantic flight by a Model Plane kicked up the sand at
 Mannin Beach, the plane, "The Spirit Of Butts Farm" was found to
 have used just less than one (1) gallon of fuel in its 38 hour 1900 mile
 epic.

 The plane had a built in GPS transmitter which bounced messages off a
 constellation of satellites in order to keep the flight team up to date
 hourly.

 The plane was contacted using on-site antennas and information such as
 speed, height, and distance were passed on to the "pilot" Dave Brown.
 Using this information Mr. Brown landed the model plane within 35 feet
 of the designated landing spot.

 2 records to the FAI have been submitted,.
 One record for distance by a model plane and the other for duration of
 flight.

 UNITED STATES - SAFEGUARDING SPECTRUM - NOT QUITE BUT ALMOST  
 Additional cosponsors have signed aboard the Amateur Radio Spectrum
 Protection Act of 2003. Identical versions of the measure, an ARRL
 initiative, have been introduced in both the US House and Senate.

 Now on their third try on Capital Hill, both measures would
 require the FCC to provide "equivalent replacement spectrum" to Amateur
 Radio if the FCC reallocates primary amateur frequencies, reduces any
 secondary amateur allocations, or makes additional allocations within such
 bands that would substantially reduce their utility to amateurs.

 North Queensland Amateur Radio Convention.
 As we've heard ACA will talk at the convention, another of the "Star Studded
 Lineup", one Gerry Millward ACA Northern Region Operations Manager who will
 discuss new information regarding the Australian  EMR Framework.

 At the Convention Banquet on Saturday Evening an unprecedented chance of
 access will occur with Christine, Mark and Gerry available for an extended 
 Question and Answer session regarding the Discussion Paper.

 Saturday Afternoon lecture is available to anyone who can make it 
 up the stairs to the mezzanine level of University Hall at James Cook
 University Douglas Campus, however the Saturday Night question and answer
 session will be available only to those who have registered for the
 Convention and have booked in for the Convention Banquet.

 Bruce Jones VK4 Alternate Federal Councillor:-
 Council met on Tuesday 26th August. We also had as guests (via telephone)
 Neil Penfold VK6NE (VK6 Div Pres) and Trevor Ward VK6HTW (VK6 Fed Councillor).

 Council made 2 important appointments.

 Firstly the position of WIAQ Federal Councillor has been filled by
 Glen Dunstan VK4DU. Glen has significant experience in Federal affairs
 and also with ACA liaison. He will be an asset to our division.

 Secondly we have appointed a WIAQ Exams Coordinator. The position has been 
 filled by Clive Sait VK4ACC. Clive has been successfully  conducting Amateur 
 exams in the Central Queensland for many years. While the duties of the
 office are yet to be finalised, it is envisaged that Clive may be an
 "Elmer" for those examiners who infrequently conduct exams. He should also
 be the first point of contact for general enquiries about exams in
 Queensland. We also ask that examiners in Queensland contact Clive to let
 him know of their activities.

 WIAQ Councillor Ken VK4KF and a small task group are preparing a cost centre 
 analysis of WIAQ members funds. It is intended to be able to measure in real 
 terms the goals and target performance of the WIAQ. It will also help to
 explain to members how their money is spent to benefit their hobby. More on
 this will be heard at the General Meeting of the WIAQ on 25th of October
 this year.

 DARLING DOWNS
 President Dougal VK4EKA has led an interesting discussion on the topic of
 "Promoting & Publicising Amateur Radio in the area of Toowoomba and the
 Darling Downs", this at last Monday nights meeting of the Darling Downs
 Radio Club.
 Dougal, through a series of OHP transparencies related to the latest WIAQ
 data, asked how they might fruitfully make use of members time
 to promote Amateur Radio.

 He also worked through the object of the DDR-Club, "to disseminate knowledge
 between Radio Amateurs and "Others" in subjects allied with Radio
 Communications and Electronics".

 Dougal led the members through various questions, arriving at
 "What is the simple common thread that runs through and connects with,
 what we do at the present in our shacks?"

 After much discussion, members present arrived at, the definition of

 Martian Observation Iced Out
 High altitude ice crystals and a heightened level of humidity stymied
 prospective Mars watchers in the Townsville region on Friday August 22nd,
 the scheduled time of the Martian Observation evening.

 Arrangements cancelled included deployment of the VK4AQD 8inch telescope
 and glareless viewing in the Ross River Dam region.

 If a stream of dry air becomes the norm with the weather in North
 Queensland over the next couple of weeks, another attempt will be made
 to view the Martian orb. Keep your ear out on the VK4RAT VHF repeater
 as the announcement that the viewing is on will be sudden and immediate
 
 The viewing will be led by intrepid and well experienced amateur
 astronomer VK4PS Alan Stephenson. Alan has been a bit of a 'star gazer'
 for many "a moon". In fact back in early 1959 he was Secretary of the
 Townsville moon-watch group, organised by Jim Frost who was visiting
 Townsville at the time from Woomera Rocket Range.

 On air right as we speak are contesters for the ALARA gang, who would
 never forgive us if we don't mention a few of the ground rules now.

 This well-respected contest aims to get the boys talking to the girls,
 and really encourages operation, as repeat contacts are allowed with the
 SAME station on the SAME band and in the SAME mode, just so long as an
 interval of at least ONE HOUR has elapsed between the two contacts.
 Actually, I know a bloke who gets henpecked roughly at the top of every
 hour. We should have invited him along.

 But seriously, the ALARA is a great contest with a very good following,
 particularly on HF. And the Florence McKenzie CW Trophy is hotly contested
 by the girls. This competition's open to ALL VK YLs, and the trophy is
 awarded to the YL operator gaining the greatest CW score.

 All licensed operators everywhere are invited to participate in the ALARA
 contest, and SWL logs are particularly welcome. YLs may work everyone, but
 for contest points OMs and club stations may only work YLs, which makes
 sense.

 The ALARA Contest runs as a single, combined contest for both phone and CW,
 and is contested over a full 30 hours, after which all participants, not
 just the blokes, are probably pleading for mercy. It started yesterday
 afternoon, Saturday, August 30 at 0600 hours UTC, which is 4pm in the east,
 and ends today, Sunday the 31st at 1159 hours UTC which, of course, is
 10pm tonight for those in the east.


 A fortnight from now, on Sunday, September the 14th, is the third FISTS
 Coast To Coast Contest. It runs the full 24-hour UTC day, from zero hundred
 zulu to 24 hundred zulu.
 Thankfully, this year's rules should be more easily understood than last
 time, and there is now the potential for even bigger scores due to the use
 of multipliers.

 The organisers go to great pains to emphasise that this is not necessarily
 a 599 TU bang and go type of contest. TU, of course, is simply CW speak
 for thank you.

 The idea is to get on the air and make just as many contacts as you want.
 So you're encouraged to stop and rag chew for a bit. Say hi to your regular
 sked partners. Slow down for the QRS ops and speed up for the hard-core
 contesters. If you can, that is!

 Oh, and you definitely don't have to be a FISTS member to participate!
 Felix, our special interest groups Q-REPORTER will have more on FISTS in
 just a moment, right 'hear' on the Q.

 But before that, a note about VI8NT.

 Are you in the Top End and interested in participating in the Oceania DX
 contest on the 4th and 5th of October using the special commemorative call
 VI8NT? Well, here's your chance to join a most successful contesting team.

 Last year, you see, members of the Darwin Amateur Radio Club won the
 Multi-Operator-Multi-Station section of the Oceania DX with a giant score
 of more than a million points. I need hardly add the club was active for
 the complete 24-hour period, with a team of 14 amateurs and SWLs
 participating.

 This year, not only does the Darwin team have the advantage of past
 experience, but it also will be using the catchy VI8NT callsign.

 Let Stuie, VK8NSB, know if you're interested in joining the winningest
 team!

 Contesters will be particularly interested in looking closely at the
 September issue of the WIA magazine, Amateur Radio. There you'll find a
 presentation sample of the DXCC awards. It should be in your mailbox or

 THE QNEWS WORK BENCH - the nuts and volts report

 Diamond Semiconductors at 81GHz
 Eetimes.com has reportd that Nippon Telegraph and Telephone Corp. (NTT) has
 developed a diamond semiconductor device that operates at 81 GHz.
 The NTT lab has collaborated with the University of Ulm in Germany, that had
 already succeeded in fabricating FET devices, to develop a thin-film layer
 diamond semiconductor device. The joint team formed T-shaped gates on the
 diamond layer that is on a 3 square millimetre diamond substrate. The gate
 width, that determines the performance of devices, is 0.2 micron. The device
 operated continuously at 81 GHz. NTT researchers said that once the
 peripherals technology is established they expect to boost the output power
 of the device as high as 30 Watts per square millimetre, the level required
 for practical use. 

 NTT is now working to further decrease impurities to improve the quality of
 diamond crystal. It is targeting devices with an operating frequency of 200
 GHz and an output power of 30 Watts per square millimetre.

 A quick "history" lesson for readers and listeners to "The Q" might
 be in order as we find ourselves not only in all states these days
 but a new, and dare I say 'different' type of QNEWS has 'come out' on the
 internet.

 Some 8 years plus ago GraHam VK4BB took over from Peter Jones VK4YAC
 as weekly divisional news broadcaster for VK4. A name which would stand
 out from just plain "news" was sought for use on the packet radio system,
 6 characters or less so we could utilise the functions of the CCLIST
 servers on most BBS's across the Country.

 The WIA's original national magazine was called QTC and VK4 had kept
 the tradition going with a monthly Queensland Publication, QTC,
 (freely available still as a pdf from the news link at www.wia.org.au/vk4 )
 the vk4 wia logo at the time had a stylised Q around the map but it was more
 in keeping with the "Q-CODE" and packet we came to use QNEWS.

 In checking the Q code you'll see the following which we believe relate well
 to what it is the actual service of QNEWS provides.

 there will be NO change in the DXCC status of 4W.  The only change as far

 SARTS, the IARU Member Society in Singapore, is sponsoring a Field Day event
 for its members over the weekend of 5th - 8th September next.

 The site will be St. John's Island (GL: OJ11wf) an island just off the coast
 of the main Singapore island. The call used by special arrangement with iDA
 the Singapore licensing authority will be S61FD.
 The prefix "S6" has only been used once before and that was only for a
 few months in 1994 on the occasion of an IARU Region 3 Conference hosted
 by SARTS.

 St. John's is not listed in the latest IOTA Directory but information and
 maps have been supplied to G3KMA the IOTA Manager who has agreed to include
 the island on the approved list. The IOTA reference will be AS-019 the same
 as for the main Singapore island.

 CW, SSB & PSK31 activity on all HF bands 40 thru 10 metres is planned
 using wire antennas, verticals and a buddipole

 In addition S61FD will have experienced 160/80m operators Bob Marshall-Read
 G4VGO and Peter 9V1PC operational. This team will focus on low band
 operations using an inverted L for transmit and a variety of loops, pennants
 and possibly beverages for low noise receive.  The plan is to be active at
 local sunset (1115z) and later on Friday 5th, Saturday 6th, and Sunday 7th
 and at local sunrise (2305z) and before on the 6th, 7th and 8th.

 International Lighthouse/Lightship Weekend
 The weekend of 16/17 August saw the best ILLW event yet with 369
 lighthouses in 48 countries on the air. These were the ones who had
 registered but there were quite a few who took part but did not lodge
 an entry form.
 Propagation and the weather were fine for a change especially in VK
 which also had a record number of entries.

 The Summerland ARC activated  6 lighthouses on the North Coast of NSW.

 Darwin's VI8NT with Stuart, Ben, Craig, Ron, Dan , and Patrick flew
 a kite at the lighthouse with an 80m longwire attached, 57 to 59 reports
 were made to the U.S.A , Australia and Japan.

 This event is fast becoming one of the most popular on the amateur calendar
 primarily because it is not a contest and participants can take their time
 and talk to their contacts which is what ham radio is all about anyway.

 Australian Scout Jamboree 2004 at Woodhouse, Adelaide.
 5th - 15th January 2004.


 The Australian Jamboree is on again in Adelaide, January 2004.
 Expected are thousands of scouts from Australia and overseas
 participating in this Grand 10 day Event.

 For Scouts a Jamboree is for adventure and experience not to be missed.

 JOTA at the Jamboree is on again as promised. As a part of the
 Special Activities Section a JOTA station will operate near the precinct
 of where all the youth are going to be.

 Anyone interested in running one of the activities and / or being an
 Amateur Operator too, please contact Lea Adcock.

 They would also like some fliers, posters to hang up on show and for the
 Scouts to read from WIA, WICEN and Radio Clubs around Australia.
