 William (Bill) Rees Grownow VK3WG.

 A life member of the WIA, he had held position of WIA Victoria President
 1935-41, and Federal WIA President in 1939, from 1947 to 1950, and again
 in 1954.

 APPOINTMENT TO FEDERAL POSITIONS
 The WIA Federal Convention and Annual General Meeting of the WIA will be
 held in Adelaide on 4th, 5th and 6th April 2003.



 WORLD HAMS VISIT VK
 World famous Dxpeditioner Pedro Allina, HK3JJH and his wife Cecilia from
 Columbia South America will be visiting Canberra and Sydney early March.

 This is a rare chance for Dxers to meet a famous person who will bring along
 stories and photographs of his latest dxpedition to Malpalo Island.

 Another World Famous Amateur is doing a VK-East coast tour.

 G-3-P-J-T Bob Whelan President of the RSGB will also attempt to operate
 in the BERU contest from VK1 during his visit.

 Central Coast Amateur Radio Club  Field Day At Wyong.
 The Central Coast Amateur Radio Club will be holding it's annual Field Day
 at Wyong Racecourse, halfway between Sydney and  Newcastle.
 Contrary to what may have been published elsewhere it is on
 Sunday 23rd of February 2003.

 There will be many eager commercial traders and flea marketeers willing to
 make that deal  of a lifetime. Once you are stocked up with all the new and
 pre owned goodies you can take in one of the seminars, fine tune your fox
 hunting skills, have an refreshing drink or meal and meet for that once a
 year chat.

 IRLP node 6060 will be operating on VK2RAG with a frequency of 438.075 MHz
 as well as a auxiliary frequency at the Racecourse, of  434.950 MHz
 simplex with a 123 Hz tone required for access. So you'll be able to chat
 to the gang at the field day even if your over in Perth.

 A low powered APRS IGATE will also be operational  during the day, so
 take your trackers.

 WIA ACA LIAISON OFFICERS are VK1GH, VK1ZKM, VK2BPN, VK4DU 

 Compliance rules may be widened to include retailers.
 The supply of unlabelled or non-compliant telecommunications equipment or 
 cable will be an offence if a proposal released by the Australian 
 Communications Authority (ACA) is adopted.

 ACA Chairman Tony Shaw said the move had been prompted by concern that 25 
 per cent of telecommunications equipment, such as fixed phones, mobile 
 phones, fax machines and computer modems, and cable used by the industry 
 did not comply with ACA technical standards.

 Under the proposal set out in an ACA discussion paper, existing
 arrangements would be widened to make it an offence for retailers and 
 resellers, not currently covered under the Telecommunications Act 1997, to 

 supply non-compliant equipment. Non-compliant customer cabling would also 
 be covered.


 Products that meet the technical standards set by the ACA carry the A-Tick 
 label.

 The closing date for submissions on the discussion paper is 28 February
 2003. The paper is available on the ACA's website.

 EMR implementation update.
 An article appears in the February edition of AR magazine advising that the
 delayed EMR controls for Apparatus Licences including the Amateur Service,
 are expected to begin in March.

 These LCDs will limits on human exposure to electromagnetic radiation (EMR)
 produced by transmitters licensed under the apparatus licensing regime.

 As reported previously here on QNEWS our ACA has released, for public
 comment, drafts of the Radiocommunications Licence Conditions (Apparatus
 Licence) Determination 2003.

 However! comments on the draft must reach the ACA by Thursday 20 February.

 GENERAL INTEREST NEWS FROM 'DOWNUNDER'.
 Next time you're deliberating how to cope with your ever-expanding data
 storage requirements, spare a thought for New Zealand's Weta Digital Effects.

 This is the company responsible for the digital effects and interactive
 animatronics for all three films in Peter Jackson's trilogy,
 The Lord of the Rings.

 Voice and Data OnLine Magazine report that to manage the files for the
 recently released second instalment, The Two Towers,
 each  frame of the movie required 12.5 MB of storage.

 There are 24 frames for each second of the film.

 For the three hour film, approximately 3,240,000 MB of storage was required.

 Rendering 24 hours a day, seven days a week, Weta estimates that it 
 took four million work hours to complete the special effects for The 
 Two Towers, giving the NetApp systems an intense work-out.

 Houston notes that he needed not only huge data capacity, but also
 massive processing power. Weta Digital uses anywhere from 1400 to 
 1600 processors (Intel Xeon 2.2 GHz).

 SIX-YEAR-OLD OREGON GIRL GETS GENERAL TICKET
 A six-year-old girl from Oregon, has upgraded from Technician to
 General. Mattie Clauson, KD7TYN--a fourth-generation Amateur Radio
 operator in her family--could be the youngest General-class operator in
 the US.

 "The Element 3 test was a lot harder than the Tech test," she said.
 She was ambivalent about the 5 WPM Element 1 Morse code exam,
 characterising it as "not too hard, just a little, but kind of easy too."

 Her parents, A-C-7-S-P and K-D-7-Q-Z-B, say Mattie became interested in
 Amateur Radio when she was five. They discovered "a kid-friendly
 study book," Ride the Airwaves with Alpha and Zulu by John Abbott, K6YPB

 Mattie says she prefers HF over VHF "because I can talk to people in
 other countries."

 The only change seems to be the 14.044 Intruders.
 They seem to have 'settled' down 'in the Sand' along the VK6
 Northern Coastline.

 On the 23rd JANUARY "BIG VOICE" was joined by another Big Voice (59+)
 also in the same direction...

 The N.T.NEWS carried an article  re the  "ROADSIDE DRUG DISTRIBUTION"
 Points in Western Aust..

 Maybe these two 'Big Voices' are running the distribution points and
 the 'smaller Voice' keeps up the supply to the Distributors ??

 There was a video report on Darwin TV picturing  an 'Abandoned' Chinese
 Fishing Boat along the West Aust. Coast tied up to the Shore...
 No Crew and No Cargo'...???

 There are some Indonesian Voices 'Hopping' in on the Frequency when it is not
 in use..

 Maybe they have a part to play in the 'Business'???

 If my Bearing of 250 Degs and VK6XW Bearing of 360 Degs were used,,
 they would cross in the vicinity of BROOME.

 Hams to influence policy makers at Symposium

 Some words of wisdom from Peleg L. Lapid 4X1GP in Issue No. 195
 of the IEEE EMC Society Newsletter in line with the 2003 IEEE
 International Symposium on EMC in Istanbul, Turkey 11-16 May 2003.

 In an Announcement and Call for Papers for a special session for Radio
 Amateurs during the symposium, Peleg 4X1GP makes some very poignant
 points about Amateur Radio as a hobby and its place in the Radio Frequency
 Spectrum.

 Peleg writes
 "In the beginning of the 21st century, the community of Radio Amateurs
 found itself in a new situation: politicians and lawyers took the position
 of radio services legislators within international and national
 regulating bodies. These good people, having limited knowledge in the
 Radio Sciences, and under political influence of pressure groups that lack
 knowledge, are easily drawn to conclusions, not necessarily substantiated,
 that any 'unnecessary' radiation is harmful, hence, they conclude that
 there is no place for Radio Amateurs within populated areas.

 On the other hand, Radio Amateurs are here to exercise their rights
 obtained from the International Telecommunications Union (ITU) and the
 Government and national authorities.

 The 2003 IEEE International Symposium on EMC offers a platform and
 meeting place for the Radio Amateurs to convene, discuss and
 influence people that are involved in research in the EMC field of
 radio frequency interference and safety, as well as regulatory advisers
 who are expected to attend the Symposium. This is probably the last chance for
 meeting relevant and influential people before the WARC 2003 that will be
 held in Geneva during June and July 2003.

 Understanding the importance of this subject, we have established a special
 committee to deal with papers regarding Radio Amateurs and their concerns.
 Of special interest will be papers regarding the problems and activities
 mentioned here."

 Peleg 4X1GP also advises that planning is also underway for a Radio Amateurs
 Station to be operated onsite during the Symposium.

 NEW ZEALAND - zL - IT'S ON THE CARDS
 CARDS, the Canterbury Amateur Radio Development Society has applied for
 a 10 metre FM voice repeater, having the 10 metre transmitter at
 Science Alive, Moorhouse Avenue, Christchurch, and a remote 10 metre
 receiver at Eyrewell, NZ260 grid reference M35 552533, and for a
 32 cm one-way point-to-point link between the two sites.
 Transmit frequency of 29.630 MHz, and repeater receive frequency 29.530 MHz.

 SARTS monthly meetings have changed venue!!

 SOUTH AFRICA - ZS - LOW POWER 7MHZ South Africa beacon heard in USA
 On Tuesday the 29th of January, Bill, WA8LXJ, made a positive
 identification of the low power 7 MHz beacon operated by ZS2J in
 Plettenburg Bay.
 The measured power output of the 7029 kHz transmissions is 100
 microwatts and reception reports from all over South Africa, up to 1100
 kilometres, have been received by the beacon operator, Roger Davis.

 GREECE - SV - NEW VHF/UHF ONLY LICENSE CLASS
 The V-H-F Reflector says that Greece now has its own, entry level VHF 
 only license. The new ticket use the prefix SW1 through SW9 with 
 privileges on 2 meters and above.

 SERBIA-MONTENEGRO - YU/YT - Yugoslavia becomes Serbia-Montenegro.
 Yugoslavia's parliament has voted to formally abolish that nation and
 replace it with a new country called Serbia-Montenegro.

 The new arrangement will have little immediate impact on Amateur Radio.
 For DXCC purposes, Serbia and Montenegro will be considered a
 single entity, at least for the time being and amateurs there are
 expected to continue using YU/YT prefixes.
