vk1lk's column leads us to this item from Owen Duffy, author of the
recent independant survey on entry level licences.
Most amateurs will be aware that changes made at the recent WRC03 allow
radio administrations more freedom to determine whether or not
applicants for an amateur radio licence need to prove proficiency in
Morse code telegraphy.
Our thanks must go to the WIA and its representatives for their
continued persuit of this goal over a very long period.
The ACA have indicated that the removal of the Morse code requirement is
a major change to the regulation of the amateur service, and that they
want to ensure that any amendments to the service reflect public
opinion.
An independent online survey to canvass the views of all interested
persons (whether or not WIA members, whether or not licensed amateurs)
on the possible removal by the ACA of the requirement to prove
proficiency in Morse code telegraphy for all existing grades of amateur
licence, independently of any other licence reform, and without removing
any licensed operator's right to use Morse code has been created by VK1OD.

WIA FEDERAL CONVENTION TO VK4
Bruce Jones VK4EHT a WIAQ Alternate Federal Councillor, reports they have
confirmed the agreement at WIAQ's June meeting that VK4 would host the
next Federal WIA convention, in 2004.
The convention was held this year in Adelaide which was the first held
outside Melbourne for many years.
The move to do this was to bring the WIA to the members and it will be an
opportunity for members to meet with those who may seem to be out of reach..

RD CONTEST
Each year as we honour those Radio Amateurs who fell as a result of
World War Two the WIA Nationally broadcasts what is known as the
opening address
This year we have been extremely fortunate to have out address presented
by Col Harvey VK1AU. Col has had a distinguished career with the RAAF
where he served during World War II in bomber command.
Col during his address points out " In war, those lucky to be in the
right place at the right time, generally survived and sometimes scored
a medal. In the wrong place at the wrong time and it was highly likely
that your name would appear on an Honour Roll! "

FINAL DIVISIONAL SURVEY TABULATED
VK4's survey has been tabulated, interesting to see, remembering
we really can't compare division against division as the questions
were written differently and in some cases were different all together,
but in VK4 the first question of the consultation pro forma was
"Do you favour the introduction of a Foundation
Licence with a qualification level less than the current
Novice Level?"
RESULT around 20% said NO to such a licence, surprisingly High!
Another asked if respondents thought the Foundation
Licence should have full access to all Amateur Bands:
This time another High response, around 30% saying yes to all bands.

GASS 2003
The Great Australian Science Show (GASS) will be held in conjunction with
National Science Week at the Melbourne Museum, and amateur radio is to be on
display for three days.
WIA Victoria with the help of its member clubs are participating in the
show, for three days from Saturday 16, Sunday 17, and Monday 18 of August.
The Melbourne Museum is open from 10am to 5pm.
Displays of IRLP, Morse code, VHF Transceivers, Crystal sets, ARDF
equipment, Satellite tracking software, Power Point Computer Displays and
more are planned.

SOUTH AFRICA: BUSH KIDS
A community radio station in Cape Town South is one of the first to
get involved in children's radio in South Africa. On Saturdays at Bush
Radio, children take control of the station. They answer the phone,
work as receptionists, and they produce and present their own shows.

Harmonics Web pages open up the possibilities of ham radio for
youngsters:
An eight-year-old kid's first crystal set, built with the help
of his grandfather. Hearing radio signals without electricity. That was
how many veteran Amateur Radio operators were introduced to the magic of

The new century offers many avenues--including the Internet--through which
youngsters can experience the same magic.

INTRUDER WATCH - ENFORCEMENT ZONE
INTERNATIONAL AMATEUR RADIO UNION. REGION 3
The varying sunspot activity has reduced normal activity on the 21, 24 and
28 MHz bands and most of the amateurs are operating in the other bands.
Occasional openings of the 10 metre band shows a number of "mutant" long
line fish net beacons of the "3" series and other traffic of the CB type.
The CODAR pulse transmissions in the region 24950-24995 kHz is continuing
strong, going unidentified for quite a long time.
It is unfortunate that the R3 MS work is missing the precious work and
contributions from OM John Hertzel of NZART who has resigned on personal
reasons. We have to await the substitute Coordinator's posting from NZART.
We thank OM John for all the good work and regular contributions from his
desk to the cause of R3 MS.
OM Henry Anderson, VK8HA was hospitalised and hence, he could not send in
his contributions. You can find his summary in the next News letter.

The Simplex net continues to be a fun night with net controller Terry VK2KTD
mystifying those trying to pin point his location each net.
The nearest guess and winner for the last event was Michael VK2HMH who

The frequency is 146.425 MHz and Terry VK2KTD has volunteered to be

WIA Eastern Zone Radio Club have analysed and wrapped up this year's
GIPPSTECH Radio Conference. Most successful with 98 call signs attending
along with 23 partners.
2 highlights, the WSJT presented by the developer of the program Joe Taylor
from the USA and Andrew Martin VK3KAQ's enlightening presentation about
the direct observation of the formation of atmospheric ducts useful for
VHF/UHF propagation are still being "raved over".
The committee wishes to express their gratitude to those who helped make

Hot news into the northern desk that the RAAF Museum at Garbutt Base
has received its Amateur Radio Licence and callsign VK4KG.
This following sponsorship by theTARCinc, family of Keith Avery (SK)
the RAAF Museum and permission given by the Australian Communication
Authority to transfer Keith's callsign across to the Museum.
In announcing this on the North Queensland Net Sunday July 13th,
Wayne/VK4WDM also advised that VK4KG RAAF Museum would be active
for the entire 2003 RD Contest happening August 16th and 17th.

Rick p29kfs is evaluating a major enhancement to our Remembrance Day
activities this year, in brief an operation from the Bomana War Cemetery
with a field station on as many HF bands as possible.
The connections for many old timers in Aussie with PNG go back to WW2
and many of their mates still reside here ------- in the cemetery.
And a proposed callsign, P29AIF, in honour of the Australian Infantry Force.

SPECIAL WOMEN'S DAY INTECNET
A special INTECNET is being planned to celebrate women in amateur radio.
It will be held on Sunday 10 August, the day after National Women's day.
Recently amateur radio came under severe criticism from the
Deputy Director General of the Department of Communications
for the lack of women involvement in amateur radio.
Clubs in South Africa have been asked by their SARL to share details
of current activities involving women in amateur radio by sending an
email to armi@sarl.org.za.
DENMARK
As of the 19th of July 2003, Denmark (OZ) became the latest country to gain
access to the 4 Metre / 70 MHz band. They have been allocated the 3 spot
frequencies of 70.025, 70.050 and 70.100 MHz.
The only mode allowed is CW.
Outside of the UK and Ireland, Denmark is only the second European country
to have issued 4 metre licences. Slovenia (S5) issued their 4 metre
licences back in 1998.
On the 21st of July John Desmond, EI7GL worked OZ3ZW for the first
EI to OZ QSO on 4 metres. EI7GL operated spilt by transmitting on
70.200 MHz and listening to OZ3ZW on 70.100 MHz.

VK4EHT WIAQ ALTERNATE FEDERAL COUNCILLOR BRUCE JONES
Good morning listeners,
This morning I have news on what the WIAQ did not do in July. It did not
hold a monthly Council meeting. However at the meeting we 'did not have'
I DO have some news.
Well if you think I am talking in riddles you're right. Actually we did
not have a quorum. Such is the case from time to time with an all volunteer
crew that also does other things in the real world.
Any way those that were present were able to discuss a number of issues.
Firstly we confirmed the agreement at our June meeting that VK4 would
host the next Federal WIA convention in 2004. The convention was held
this year in Adelaide which was the first held outside Melbourne for
many years. The move to do this was to bring the WIA to the members and
it will be an opportunity for VK4 members to meet with those who may seem
to be out of reach. Rather than have accommodation and convention at the
same place, it is envisaged that local amateurs will participate
by meeting interstate members at the airport and also transport them to the
convention venue and also to their accommodation.
Now with the WIA Federal Convention coming to Queensland we need just one
more thing. We need a Federal Councillor, ie someone to actually sit on
Federal Council and act on behalf of WIAQ members. Our previous
Federal Councillor, David Jones is now a Director and cannot be WIAQ
Federal Councillor at the same time.
We have a few Alternate Fed Councillors who are filling in as they can
but the job needs more focus than that. While you may think the WIAQ
council should come up with a person to do this we cannot unless we have
a volunteer. Don't wait to be asked if you could do this important job,
please volunteer.
For the members to be heard at a Federal WIA level we need a
Federal Councillor.
Remember not much happens unless there is someone who is there to do it.

NOVEMBER 8 GOLD COAST HAMFEST
There has been a lot of activity at the club house lately, there are
extensions to the radio room taking place and a very busy working bee
also have made our grounds look a picture.
Last Saturday evening we had a very successful Astronomy and Field night
which commenced with a BBQ provided by the club. Renato VK4TNT gave a very
interesting talk about Astronomy in general and that was followed by
Dr Roy Duncan gave another talk about Radio Astronomy and then we were able
to look to the skies with the assistance of the Southern Astronomical
Society and their telescopes to explain the interesting thing that we see
but don't understand.
That was topped off with a visit by our Patron Mr. Lex Bell and concluded
a very entertaining evening.
Examinations are conducted by the Society at a time to suit but please
phone our Education Officer Kath vk4ku on 5539 3530.
We have speakers who come to our meetings and if you listen to the nets
at 8am on 146.950 or check the website it will give you all the information.
Our Wicen group is increasing in size and enthusiasm and an exercise is
planned for the 30th August at the Hinze Dam at 7.am.
Of course October is our JOTA-JOTI weekend which transforms the grounds
into a tent city with lots of activities taking place.
Remember the Hamfest on the 8th November at the Albert Waterways Hall so
you have plenty of time to organise the spendies and the wish list.
On the 29th November at Murwillumbah we have the return contest and picnic
with the Lismore Club and we will be defending the Kortz Cup.
We are not sure if it will be a cricket match again but will let you know.

VK4RAT ATV Repeater nearing completion
Last Sunday saw Wayne/VK4YWG complete repairs and reinstallation
of the VK4RAT 444.250MHz ATV Repeater at Mount Stuart.
On air tests with a test pattern generator and Wayne-cam on top of
the mountain yielded a P4 picture into Vincent both on the
VK4ZZ Hypertuner-on-a-Laptop and a standard TV at the same QTH.
Moves are now afoot to build and install a permanent antenna
for the 1250MHz input and 444.250MHz output frequencies on the mount.

Brisbane's VHF Group conducted a fabulous Antenna Field Day Sunday,
so good talk already is of an annual event. One observation was that
in general the Amateur built antennas performed better than the
commercial jobs!

BRISBANE AREA WICEN
VK4XLM Leon contacted us through the week to tell us YES that bike ride
which will use Sunshine Coast Repeaters is in fact a WICEN event.
It's called Cycle Queensland 2003, and the 9 day ride commences Saturday
30th of August in Warwick.
Last year when the group rode they saw almost 800 cyclists ride Bundaberg
to Brisbane and this year the organisers are hoping for similar numbers.
WICEN are involved early during the planning stages of the cycle route.
This year they have driven the ride course and produced a GPS track of the
route and have set waypoint information for the likely morning tea, lunch,
afternoon tea and water locations. The route reconnaissance also indicated
that communication by mobile phone was limited in some areas and a radio
network was required for continuous communications.
VK4XLM says WICEN will field a group of approximately 10 volunteers.

Speaking just prior to our link hookup to VK4LH Brian passed on word
Mackay members doing the comms for that horse endurance trial at
Retreat Creek to the west of Mackay last weekend FROZE!
Bruce VK4NPF reported that it was a very cold night in the sticks, even
in the so called tropics!
Mackay Amateur Radio Association operated the checkpoints for the
Trial at Dennison Creek. It started at 2.00 AM!!
Finished at 3.00 PM.
The group are looking forward to the next one at Wandoo on the weekend of
30th and 31st August.

The date has been set for one of THE most popular conventions in
the Amateur Radio calendar world wide. In its 30th year,
the 16th North Queensland Amateur Radio Convention will be happening

A pay as you eat BBQ will be put on by the Club on Saturday Evening

about 18km south (the way is well marked), travel a further
6.8km and turn IMMEDIATELY LEFT at the grid and then

Industrial Estate into SELMA road, you might need to call on VK4RSP
146.825MHz (-600kHz split) for final directions.
Keep going beyond the advert for Lake Maraboon Village Resort for
about 3km. The Camp Fairbairn turn is on the right near the cattle grid.

G'day and thanks, we'll get straight into the timetable without further ado.
The Remembrance Day Contest, the RD, is on August 16 and 17, then coming up
on August 30 and 31 is the ALARA contest, while September 13/14 has PNG's
Independence Day Scramble.
Now let's take a closer look at VK's ALARA Contest
This well-respoected contest also encourages operation, as repeat contacts
are allowed with the SAME station on the SAME band and in the SAME mode,
just so long as an interval of at least ONE HOUR has elapsed between the
two contacts.
The Florence McKenzie CW Trophy is open to ALL VK YLs, and is awarded to
the YL operator gaining the greatest CW score. All licensed operators
everywhere are invited to participate, and SWL logs are particularly welcome.
YL's may work everyone, but for contest points OMs and club stations may
only work YLs.
Sounds a lot like being married, really.
The ALARA Contest runs as a single, combined contest for both phone and CW
run over 30 hours.
It starts on Saturday, August 30 at 0600 hours UTC, and ends the following
day, Sunday, August 31 at 1159 hours UTC.
PNG INDEPENDENCE DAY SCRAMBLE
On September 13 and 14, the Amateur Radio Society of PNG will be running a
contest for its members to celebrate PNG's Independence Day.
Peter Holliday, P29KPH, says "Although entry to the contest is only open
to PNG Amateurs, it will provide an opportunity for others across the world
to get multiple contacts on bands with PNG that they may not normally get."
Yes only PNG Amateurs will be eligible for entry, but stations contacted
during the contest will have the opportunity to confirm PNG as a QSO contact
or qualify for the Papua New Guinea Amateur Radio Society's Bird of
Paradise Award. Special QSL cards will be printed to show the QTHs of the
stations participating.
Contest-related QSL requests for cards should be sent to P-29-KPH.
Now, how well did you go?
It's time for some results, and this week it's the OCEANIA DX.
News is that John Loftus, VK4EMM, took out the phone contest with a
sterling effort. Plenty of skill as well as dedication is required
to rack up a score like John's. As might be expected, most of the
Non-Oceania top scores were from Asia.
On the CW side of things, KH6ND took out the top score this year,
only just edging out John, VK4EMM who nearly took out the double!
Only the points awarded for band contacts really separated these
two fine CW ops, with John having more multipliers and more QSOs
but,sadly, fewer points. The competition in the CW contest was hot!
With around 287 logs submitted, more than half of them from Europe,
CW is certainly alive and well.
So we get to the awards and plaque winners.
The awards for this year's contest are unchanged and John, VK4EMM
takes out both the SSB and CW trophies with some very high scores.
Hearty congratulations to you, John, on a mammoth contesting effort.
The ZL2TT Trophy also went to John VK4EMM, along with the VK2QL Trophy,
while Martin, VK5GN picked up the VK5/8 Phone Plaque. Must have been the
only thing John didn't grab. Watch out if he ever decides to move down
your way, Martin!
Some other highlights included, in SSB, VK2APK winning both the 20 metre
Single Operator for CW and for SSB and VK1MJ winning the single op
40 metre gong, VK4NEF the 10 metre Single op SSB.
CW saw the 80 metre Single op gong go to VK3TZ, VK2KM took out the 15 metre
award, and VK4TT the CW Single op award for 10 metres.
Now very quickly we might just be able to sneak in another special event.
Somewhat closer to home, station ZM4A is about to hit the air. It's to
celebrate a significant milestone of Amateur Radio in New Zealand, when
the Otago Branch of the NZART celebrates its 75th birthday this August.
Listen out all month for the all-band operation.

ED LU IS "THE PIANO MAN" ABOARD THE ISS
With apologies to singer Billy Joel, US astronaut Ed Lu, KC5WKJ, is
"The Piano Man" in space.
Ed has told students at Space Camp Turkey, home of YM-3-SCT that one
of the things he enjoys doing in his off-hours is playing the piano.
"We have a small piano up here. It's an electronic piano, and I like to
play the piano in my spare time," Ed explained to the 124 space campers at
Space Center Turkey in Izmir.
The President of TRAC, Turkey's International Amateur Radio Union
member-society, said he thought the contact had made a big impression on
the youngsters and hoped some of them would become interested in Amateur
Radio as a result of the experience. Nearly 200 others attended the event,
including news media.

Thanks to the efforts of Chris, VK2MQX # 9057, Australian members now
have their own National Club Station, VK2FDU (FISTS DOWN UNDER).
Expect the call to appear on the bands very soon.
This National Club Station will count FIVE (5) points towards
the present FISTS Awards. When the station is aired by a member
located in say Perth, W.A. and not the home state of New South Wales,
the call will change with the addition of the appropriate suffix i.e
VK2FDU/6.
All licensed VK members of the FISTS Club may operate the call sign in
accordance with their own license grade.

Wireless Institute of Australia has been 'Slashdotted'
At about 0415UTC (1415AEST) on Wednesday 30th July, the WIA Victoria's web
site was linked in a report on SlashDot, the internet site that regularly
breaks news and oddities to the world-wide computer geek/nerd community.
This meant that tens of thousands of 'hits' potentially hundreds of
thousands across the following 48 hours, were raining down on these servers.
This is "the SlashDot effect", that has seen many internet servers buckle
under the fascinated assault of the geeks/nerds.
The report, repeated here, has had the actual internet URLs added:

An 80 meter sked at 1000 UTC just above 3.620 MHz allows the VK lights to
work each other, if you need to contact them for RD just allow the lights
"right of way" before checking in correctly.

Summerland ARC gang.
Fellows at ZS1OAK/ZS1ESC at Oakdale will again fire up the two lighthouses
that they are responsible for. Other clubs in the Cape look after
another five or six lights.
ZS1ESC/L is probably the most interesting and much sought after being from
the light on Robben Island, IOTA - AF64.
