 Owen Duffy's online survey re ACA/WIA and Entry Level Licence has
 been completed.

 This CQVK Licence Reform Survey conducted on the Internet recently
 explored views on the proposed reform of amateur radio licensing
 announced as WIA policy at the recent Federal Convention.

 There were 276 responses received over two weeks, mainly from licensed
 amateurs, and some other interested persons, from across Australia.
 
 Overall, there was strong support for the concept of a new Entry Level
 Licence, but clear preference for a three tier licence structure -
 Entry Level, Novice and Unrestricted Licences.

 The report makes interesting reading and will provide a topic for
 interesting discussions on and off air.

 Exclusion from parts of 70cms
 Further to President Ernies report here on QNEWS comes word from WIAVictoria
 on the ACA's planned mandate zones in New South Wales and the ACT where
 amateur radio operations are not permitted on parts of the 420-430MHz band.

 The first exclusion zone to permit the New South Wales Firebrigade Network
 to use channels in the band covers all of New South Wales and the ACT.

 The other exclusion zone of 270km radius from Sydney's general post relates 
 to the proposed NSW Government's planned Mobile Data Radio Service (MDRS) for  
 ambulance communications and other users.

 The zones will become law when included in the Amateur LCD, to minimise
 the risk of harmful interference from amateur operations to new
 radio services setting up on the band.



 Yaesu Distributorship

 GENERAL INTEREST NEWS FROM 'DOWNUNDER'.

 Optus/Defence C1 satellite launch

 The VK1 Publicity Officer, Peter Ellis VK1KEP, advises that the shared Optus
 and Defence C1 communications satellite was launched from
 French Guiana onboard an Ariane 5-G launch vehicle (rocket) - Flight 161 -
 at 7.36am on Thursday, 12 June 2003 (Eastern Australia time) [i.e. 2136UTC
 Wed. 11 June].

 This is the same launcher type as was used to get the Amateur satellite
 "Phase 3D / AO-40" aloft on 16 November 2000. [Note that the
 launch window was just 2136 to 2302 UTC.

 You will recall that the Ariane 5 launcher was used for the Amateur Phase 3D
 "AO-40" satellite on 16th November 2000.

 KID'S DAZE JUNE 16/21
 The next SARL Kid's Day will be on the air on Youth Day, Monday 16 June.
 The aim of the Kid's Day is to encourage young people (licensed or not)
 to enjoy Amateur Radio.  It can give young people hands-on on-the-air
 experience so they might develop an interest in pursuing a license in the

 The exchange will be name, age, location and favourite sportsman or
 sportswomen.  Operators are encouraged to allow the young people to talk
 to other young people around the country, do not limit it just to the
 exchange.

 Stations in ZL land participating MUST be registered as an educational
 station.

 The second US AND CANADIAN Kid's Day of 2003 will be June 21, from
 1800-2400 UTC.
 The twice-annual event, held in January and June, offers a chance for
 amateurs to invest in the future of Amateur  Radio by participating
 in a simple, but rewarding, on-the-air event.

 Now in its ninth year, each running of Kid's Day typically attracts
 more than 1000 participants across Northern America.

 Currently no VK clubs appear to have taken up the challenge, but in the
 USA Canada and South Africa their various "Kids Days" are most welcome
 additions to the Ham Calender.

 Kid's Day is not a contest, and patience is a must. The role of the
 licensee and control operator is to help with the basics, keep an eye on
 the technical aspects of the operation, observe third-party traffic
 agreements and be sure to ID at the proper intervals. In this event, it's
 quality of the contacts that counts, not quantity.

 The suggested exchange for Kid's Day USA is first name, age, location and
 favourite colour. It's okay to work the same station again if the operator
 has changed. Call "CQ Kid's Day." Suggested frequencies are 14,270 to
 14,300, 21,380 to 21,400 and 28,350 to 28,400 kHz.

 You may not hear many VK6 hams on AO40 for a while. 
 Many are suffering from interference from some form of wide band data 
 transmission centred on 2.4GHz.

 CHARGES FILED AGAINST OHIO CB  OPERATOR
 Complaints from a group of neighbours experiencing interference on 
 household appliances from phones and TV sets to baby monitors have 
 resulted in a court case against a citizens band radio operator.  
 Amateur Radio Newsline's David Black, KB4KCH, takes a look at a most 
 interesting case:

 On the CB airwaves, he's said to go by the name Sugar Bear. James A 
 Disbennet, of Lancaster, Ohio, faces first degree misdemeanour charges 
 of operating a CB radio exceeding 4 watts.  He also faces two counts 
 of operating a CB radio without certification.  The Lancaster Eagle 
 Gazette says  Disbennet was released on bond after answering a 
 summons in Fairfield County Municipal Court May 20th.

 The Lancaster City Council was the first such group in the U-S to 
 pass an ordinance allowing the City to enforce rules set by the FCC 
 governing the strength of CB radios.  On April 10th, an assistant 
 superintendent of the City's Electrical, Communications and Signals 
 Department went on a transmitter hunt.  The interfering signals were 
 traced to Disbennet's home. The City then obtained a search warrant, 
 with Lancaster police serving the warrant the following day. Officers 
 seized four pieces of CB radio equipment worth more than a thousand 
 dollars.

 A trial date has yet to be set. If convicted, Disbennet could be hit 
 with a 1,000 dollar  fine and 180 days in jail.

 INTERNATIONAL
 IARU Team on the Job as WRC-03 Opens in Geneva
 Geneva, 11 June The International Telecommunication Unions World
 Radiocommunication Conference 2003 got underway on Monday morning, 9 June,
 at the Geneva International Conference Centre next to ITU Headquarters.
 More than 2,600 delegates and other participants are expected to attend
 the four-week conference.

 As the first order of business, Dr. Veena Rawat of Canada was elected
 Chairman of the Conference by acclamation.

 There are several items on the conference agenda that are of great
 importance to radio amateurs, so the International Amateur Radio Union
 has fielded its largest team of observers at an ITU conference in more than
 a decade. The core IARU team consists of IARU President Larry Price, W4RA,
 Wojciech Nietyksza, SP5FM, Michael Owen, VK3KI, Ken Pulfer, VE3PU, and
 David Sumner, K1ZZ. Past ITU Radiocommunication Bureau Director
 Robert W. Jones, VE7RWJ, is serving as a consultant to the IARU.
 Also present on national delegations are approximately a dozen other
 radio amateurs who are representing their national IARU member-societies
 along with members of IARU regional executive committees serving in this and
 other capacities.
 Among the latter are IARU Vice President David Wardlaw, VK3ADW, who is on
 the Australian delegation; Region 1 Chairman Ole Garpestad, LA2RR, who is
 on the Norwegian delegation; Region 1 Vice Chairman Tafa Diop, 6W1KI,
 observing for the African Telecommunications Union;
 Region 2 Vice President Dario Jurado, HP1DJ, observing for the IARU; and
 Region 3 Secretary Keigo Komuro, JA1KAB, who is on the delegation of Japan.
 We will list the other national delegates, who are playing important roles
 on behalf of Amateur Radio, in a future release.
 In addition there are literally dozens of radio amateurs who are present
 in a wide range of professional capacities.
 
 Amateur Radio is but a small part of the conference, which is trying to
 complete work on more than 40 agenda items. Three are especially important
 to us: realignment of 7 MHz allocations (agenda item 1.23), revision of
 the regulations governing the amateur and amateur-satellite services
 (agenda item 1.7), and consideration of an allocation for satellite-borne
 synthetic aperture radars (SARs) in the 70-cm band (agenda item 1.38).
 Two other agenda items that could potentially have a great impact are the
 drafting of an agenda for the next WRC scheduled for 2007 (agenda item 7.2)
 and the revision of footnotes to the Table of Frequency Allocations
 (agenda item 1.1). A member of the IARU core team has been assigned to
 follow each of these five items, with the most focus being on 7 MHz.
 
 Except for SARs (Committee 5) and future conference agendas (Committee 7)
 the critical agenda items for Amateur Radio are all in Committee 4.
 The committee chairman is Eberhard George of Germany. Mr. George is a
 licensed amateur, DL7IH, but of course his selection to chair a key
 committee was based on his years of experience in ITU affairs and not on
 his holding of an amateur license.
 
 Committees 4 and 5 held their organisational meetings on Monday afternoon

 and set up Working Groups that met on Tuesday and Wednesday.
 Working Group 4C chaired by Alan Ashman of Australia has agenda items 1.23
 and 1.7, among others. Sub-Working Groups of 4C have been established
 but have not yet met. These include 4C1 chaired by Don Messer of the
 United States (agenda item 1.23 and two other agenda items related to
 HF broadcasting, 1.2 and 1.36) and 4C3 chaired by Keigo Komuro, JA1KAB
 (Article 25 of the international Radio Regulations, agenda item 1.7.1).
 
 After just the first three days there are, of course, no final decisions
 on any issues and there has not even been formal discussion of the major
 issues although there has been plenty of informal discussion in the
 hallways and over coffee.
 
 It is the intention of the IARU core team to send timely and accurate
 reports of final decisions reached on Amateur Radio issues.
 It is important to remember that nothing is final until the second reading
 of a document in the Plenary, which in the case of controversial issues
 will not take place until the final week of the conference,
 30 June - 4 July.

 IN FURTHER NEWS 40-METER "REALIGNMENT" TOPS WRC-2003 AMATEUR RADIO ISSUES
 With delegates in Geneva, Switzerland, for World Radiocommunication
 Conference 2003 (WRC-03), Amateur Radio is enjoying robust representation.

 The International Amateur Radio Union (IARU) is looking to WRC-03 to
 resolve the longstanding issue of a harmonised worldwide 40-meter
 amateur allocation. In addition, the IARU has taken positions on several
 other issues of importance to hams.

 Other Amateur Radio-related agenda items include proposed revisions to
 Article 25 of the Radio Regulations. Article 25 details the requirements
 for Amateur Radio and includes the obligation to demonstrate Morse code
 proficiency to operate below 30 MHz. It's expected the WRC-03 delegates
 will delete the international requirement, although administrations COULD
 continue to require Morse proficiency if they so wished.

 The IARU also supports giving greater flexibility to administrations
 in the formation of Amateur Radio call signs.

 Expressing concern over interference potential, the IARU opposes
 allocating any spectrum to the Earth Exploration Satellite Service
 (Active) to deploy spaceborne synthetic aperture radars (SARs) in the 430
 to 440 MHz band.

 As an observer at the conference, the IARU can only request that ITU
 member-states take its views into consideration when deciding on WRC-03
 agenda items.

 NEW US 60-METER BAND TO BECOME AVAILABLE JULY 3!
 The new five-channel 60-meter amateur allocation becomes available to US
 Amateur Radio operators at midnight (12:00 AM) local time on July 3. The
 local time designation means that amateurs in the US territory of Guam
 likely will be the first to get a crack at the new band.

 The FCC has granted amateurs centre-channel frequencies of 5332, 5348,
 5368, 5373 and 5405 kHz--the last channel common to the amateur
 experimental operation under way in the United Kingdom



 ARRL PRESIDENT HAYNIE TESTIFIES FOR AMATEUR RADIO SPECTRUM PROTECTION ACT
 ARRL President Jim Haynie, W5JBP, testified June 11 before the House
 Subcommittee on Telecommunications and the Internet. Haynie spoke on
 behalf of the Spectrum Protection Act 2003, HR 713, at the request of the
 bill's sponsor, Rep Michael Bilirakis (R-FL). The measure would require
 the FCC to provide "equivalent replacement spectrum" to Amateur Radio in
 the event the Commission reallocates amateur spectrum.

 FNNQARG is over for another year and everyone had a fantastic time.
 Many acquaintances were rekindled, all the ARDF beacons were found,
 there was no blood spilt on the beach (just a bit of sand acrobatics)
 and everyone quickly learnt to put on the repellent for the very friendly
 mozzies.
 They will be back there again at Beachcomber South Mission Beach for

 G'Day all, Chris VK4AA on air with contest news again.

 We start as usual by taking a quick peek at the time table and we really
 can't miss this weekend's special, the International Museums Weekend.
 I'm just trying to work out what they'd actually say to me once I track
 them down!

 Watch out next Saturday the 21st for the Wadda Cup, and the All Asian DX CW
 challenge all weekend, June 21 and 22.

 Looking forward to July and we find the Jack Files on July 5,
 ZL's Brass Monkey _VHF Contest on July 5 and 6, the Original QRP Contest
 for CW on the same dates and finally, the IARU HF Contest on July 12 and 13.

 We've mentioned the Jack Files a few times, but those of you who don't see
 Amateur Radio magazine in VK4 may have missed the rules published in the
 May issue, or the Division's QTC newsletter for June, which also carried
 the full rules, along with a handy listing of all the City and Shire codes
 for the state.

 If you're outside VK4 for this 80m only contest, you send a normal contest
 exchange, so it's a signal strength and number starting at 1, so you might
 give your first contact 59001.

 All very standard.

 Queensland residents (VK4) , however, add a two letter suffix to the
 standard exchange, and that identifies the specific local government area
 they're in. Most of these codes are pretty obvious, like BN for Brisbane
 and NO for Noosa, for instance, although some could confuse, such as
 CY for Cloncurry, simply because Calliope was first to the CL.

 Of course, Caloundra is CA. Best ask a local, for once any confusion is
 cleared up, the Jack Files can be a whole lot of fun!

 If you're my first contact, then, you'll probably earn 59001BT, seeing I'm
 in Beaudesert Shire and you run a nice signal. Again, if you don't know
 the code for your area, how about asking around a few of the locals in
 plenty of time to make kickoff on Saturday, July 5 at 0800z, 6pm local OR
 Visit www.wia.org.au/vk4  CLICK the RED news room link, then CLICK
 QTC from that page to read the shire abbreviations.

 Remember, this 80 metre contest has six one-hour blocks, meaning you can
 rework stations each hour. Logs can be submitted by mail or E-mail.
 We won't give the addresses just yet; it's probably too soon, but we will
 revisit the Jack Files closer to the time.

 The PEARS microwave & digital contest runs this weekend!

 Now here's one of probably little more than academic interest to VK
 radio amateurs, for the first-ever microwave contest in the Republic of
 South Africa, running concurrently with its second Digital contest,
 takes place this weekend, started  yesterday, June 14.

 The microwave contest features both terrestrial and EME categories
 and covers the 1.3 to 47 GHz bands.
 The 48-hour contest over the ZS long weekend may offer wonderful
 opportunities to establish some new very long distance records.
 
 Time to mention once again the 2003 80m Dash for the Wadda Cup

 This event gets a week closer every time we speak. Funny that, but it's
 now less than a week away! Next Saturday, June 21, will see the Wadda
 starting at 1030z, which is 8.30pm in the east. This one, too, is an 80m
 monoband contest, so fire up your 80m box and join in all the fun next
 Saturday night at half past eight.

 Now, these tough Waddites don't waste any time. As soon as the contest
 has concluded, all contestants are invited to gather on 3.585 MHz to join in
 a roll call and find out right away who's the provisional winner of the
 2003 Wadda Cup contest.

 And now to Awards...

 We feature this week an award with a truly exotic name:
 the Las Balsas Award.
 Now we'll let you in on the little secret. It's issued by the Summerland
 mob in Lismore NSW! Great name, though, and it commemorates the
 trans-Pacific raft crossing in 1973.

 That was a Thor Heyerdahl effort, wasn't it?

 Anyway, it's $3 plus your log extract, in which you'll need, for VK/ZL ops,
 16 points, or beyond these shores just seven points. You'll get more

 Pacific Inter Island Net air QNEWS Sunday, 14.315 MHz at 0700 hrs UTC.
 

 Scott VK1HAM is our mystery relay station into the SE-NSW
 Snowy Mountains and Far South Coast repeaters, relaying QNEWS
 on a Tuesday night at 20:00 onto Mt Roberts VK2RSE 147.375mhz from
 Canberra.
 This repeater is located about 25kms SW of Cooma NSW, and covers the
 Snowy Mts area.

 QNEWS is picked up by VK2HFM Mike off Mt Roberts, and re-broadcast on
 Mt Mumbulla 146.750 VK2RFS Bega.

 Both of these repeaters are sponsored by the Far South Coast ARC, thanks
 guys for the use of your facilities for QNEWS.

 Callbacks occur after each broadcast by Mike VK2HFM and Scott VK1HAM, this
 has been their 3rd week at providing QNEWS, and it has defiantly

 The first ever International DX Dinner, hosted by the
 Mayo Radio Experimenters Network in Ireland, was held  May 30th.

 The guests of honour were Dr. Rob Mannion, Editor of Practical Wireless
 and Martin and Ann Hilmes of the Wolfsburg club in Germany.

 In her speech, Club Chairperson, Frances Taheny, EI5J,
 welcomed the guests and thanked them for their
 attendance, which proved that the hobby of amateur
 radio unites all countries of the world.

 The DX Dinner, which the club plans to hold annually,
 is part of the impressive program of activities
 undertaken by the Mayo Radio Experimenters, and was
 organised by Padraic Baynes EI9JA and John Corless, EI7IQ.

 group, is having it's second National conference in
 Limerick the 28th of June.  As well as talks on wireless
 computer networking there will also be commercial
 stands and a bring and buy stall.

 Talks planned include building wireless computer
 links, sharing broadband internet connections and wireless security.

 NEW ECHOLINK VHF CONFERENCE
 Ron Pastterson,  W6FM, reports the creation of a new conference on 
 Echolink devoted to the discussion of all aspects of VHF and UHF weak 
 signal operating. The name of the on-line gathering is *VHF_TALK* and 
 it was created to assist in coordinating skeds, discussing band 
 openings and anything else related to operations in the world above 
 50 MHz.

 For those who aren't familiar,  EchoLink is a voice over I P system 
 available to licensed amateurs.  For more information on it and the 
 new conference take your web browser over to www.echolink.org

 Ron adds that the conference will hopefully soon be avail over the world

 You may not hear many VK6 hams on AO40 for a while.

 Many are suffering from interference from some form of wide band data 
 transmission centred on 2.4GHz.  The signal covers much of the Perth 
 metro area and is very strong. So strong in fact that it does not 
 matter where you beam you can still hear it - mainly from reflections.

 The signal, which runs continuously,  sounds like a 100Hz buzzing 
 sound and has a bandwidth of about 4MHz.  Looking at the signal on a 
 spectrum analyser it has a flat top and very steep sides.  The signal 
 started about 6 weeks ago and one suggestion is that it might be an 
 image response of S band down converters to the 2.1GHz  G3 mobile 
 phone service that have just started tests.

 RADIO PICTURES FROM SPACE:  THE EARTH FROM NEAR MARS
 NASA's Mars Global Surveyor spacecraft turned away from the red 
 planet for a while on May 8th and took a unique picture of Earth from 
 Mars-orbit.  This first-ever image of its kind not only shows our 
 home planet as a tiny alien world in the vast darkness of space, but 
 also includes Earth's moon and a view of the giant planet Jupiter.

 Frank VK2ZL had an interesting CW contact recently he had words
 with WW-2-LST a crew member from LST 325 now resting in a Museum in
 Mobile Alabama.
 This tank landing craft saw action during the invasion of Normandy in WW2.
 A crew of dedicated volunteers sailed her back to the
 States recently from France. The average age of the volunteer
 crew was 80 years.
 Some feat.
 This craft is apparently given regular shake down cruises.
