PREAMBLE -
AMATEUR RADIO SET TO BOOM!
The last boom time for Ham Radio was in the 1980's as Citizen Band Operators
plucked up courage overcame their nerves and sat their Novice Grade Licence.
Now some QUARTER of a century later... 2003 a new breed of operator is
in the wings.
What and How you ask?
First on July 4th the World Communications Conference, known to we hams as
WARC03 will wrap up after a full month of negotiations in Geneva Switzerland.
Two items of major influence we await, one that the 40 meter band will open
to a full 300 kHz for Amateurs. This has the backing of the United Nations,
7.000 to 7.300 MHz is being sort.
The 2nd major item is the removal of morse code (CW) as an examinable item,
world wide, for Amateurs.
In England they have grown their Ham population by some 3,000 in about
12 months with their introduction of what they call
The Foundation Licence.
Australia has already commenced talks with the Australian Communications
Authority (ACA) to implement such a scheme here. This licence is a VERY
basic entry point, and can be achieved in a weekend of intensive
study/training. In the UK it gives access to ALL BANDS!
(with one band exception).
Currently the Australian Amateurs are being surveyed on their thoughts of
band/power/access etc etc of OUR entry level.
This entry level is but one aspect of a revamped re energised Ham Band Boom! Amateur
Licences are now accepted as credit points to many Queensland tertiary
strands and further educational work is being conducted across Australia.

WORLD WIDE RTTY CONTEST, it's to do with a DATE CHANGE!
Now to be held 14th and 15th of June, that's the 14th and 15th and NOT
the 7th and 8th as published in AR.
The Australian National Amateur Radio Teleprinter Society's annual
World Wide RTTY Contest commences at 0000 UTC on the 14th and ends at
2400 UTC on the 15th June, a full 48 hours.
To take part you will need a copy of the rules and an "Exchange
Points Table".

Minister Chatting Up 'Sexy Science'
In a move designed to inject some fun and excitement into science and
technology, Queensland Innovation and Information Economy Minister,
Paul Lucas, talked up a storm in an online chat session this week.
Determined to prove to young Queenslanders that careers in science and
technology can be sexy and exciting, Mr Lucas joined an online chat on
the Generate youth website to hear young people's views on how to make
science more appealing as a career choice.
What the students particularly enjoyed about the online chat was the
Minister asking them what they thought should be done to make science more
attractive. He also encouraged young people to visit the Smart Futures
website

The Sunshine Coast Amateur Radio Club broadcast CW every Sunday night
from 7:30pm QLD time on 3.535MHZ.
Broadband Boost For Qld's Regional Universities
A bandwidth breakthrough will soon allow marine biologists in Townsville
to operate electron microscopes in Brisbane by remote control in order to
see high resolution images of coral.
The high-tech boost will also open up on-line learning and
video-conferencing opportunities for students in Townsville, Rockhampton
and Brisbane, and plans are in the pipeline to put Cairns, Mackay,
Gladstone, Bundaberg, Sippy Downs, Hervey Bay and Toowoomba campuses in
the link.
This 60 times increase in broadband capacity to Queensland universities
is due to an agreement negotiated between Powerlink Queensland and
AARNet Pty Ltd and has been facilitated by a $5.5M grant from the
Higher Education Bandwidth Advisory Committee.
Bandwidth capacity will increase from 40 Megabits per second (Mbps) to
2,500 Mbps, which means it will now be possible to download data that used
to take one minute in just one second.
Across in France, the North France Amateur Radio Club, F-8-KK-H, is looking
for radio clubs, radio amateurs and French language schools to correspond
by Internet with schools in France, December 2003.
The correspondents will be between 6 and 10 years old approximately.
French regulations prohibit them from using a microphone to speak on the
air hence the internet. The program employed will be decided at a
later date (echolink, yahoo, etc.....). It is expected that a webcam will
be used so that the correspondents can see each other. For further

ENFORCEMENT: OHIO HAM FACES MASSIVE FINE
An Ohio ham has been hit with a massive fine for jamming a net.
FCC's Daryl Duckworth, NN0W, says the Amateur has been fined $12,000
for malicious interference, transmitting music and failure to identify
on 7.055 MHz.
An agent DF'ed the music and deliberate interference to the precise location
then performed a station inspection on January 31st of this year."

JAIL FOR VIRUS WRITER
A United Kingdom man who admitted creating three global computer
viruses, including one rated as the world's third most prolific, was
sentenced to two years in prison. Twenty-Two year old Simon Vallor,
a website designer from Wales, had previously pleaded guilty to
creating and sending the "Gokar," "Redesi" and "Admirer" e-mail
viruses which seriously affected computers in forty-six countries.
Vallor was arrested in February 2002 by British police following a
tip from the FBI.

Waldis's VK1WJ Lecture on digital modes drew a large crowd to the
VK1 meeting recently. Waldis played the sounds of a variety of
digital modes in operation that can be heard on our bands.
Following Waldis's presentation Gil VK1GH presented further information
on the proposed "entry level licence".
The consensus of opinion amongst those at the meeting is that an "entry
Licence" should be introduced however the conditions of such a licence
are still very much in the melting pot.

Westlakes renovations to the club house have moved a step closer to
completion with additional materials arriving to revamp the Common room
and extend the stores area. As a result, despite intense scrutiny by a
host of supervisors one wall has already been reclad.
Westlakes Mini Field Day is to be held Saturday 19th July no doubt the
club will be seeking various quality unwanted items to include in the
auction.
Westlakes Amateur Radio Club is located in York Street Teralba and is
open for business on Saturday afternoons and Wednesday evenings.

A special thank you to WIA volunteers
WIA Victoria hosted a celebratory luncheon for VK3 radio amateurs who are
volunteers for either WIA Victoria or WIA Federal.
The WIA Victoria Council decided that the volunteers deserved a celebratory
lunch, to formally recognise their contributions, and also give them an
opportunity to meet with fellow volunteers and discuss mutual interests.
A total of 33 invitations were issued and 22 attended.
WIA Victoria President, Jim Linton VK3PC, addressed the luncheon. He
expressed the view that being a volunteer put some balance in the lives
of volunteers, it can become a hobby in itself, and be a way of personally
putting something back into amateur radio.
Jim VK3PC said that some of the volunteers had served for 40 years or more!
Each volunteer at the luncheon was presented with a certificate of
appreciation, and had their photograph taken. Certificates have also been
mailed to those unable to attend.

will be held at Greenhills Community House, Thursday
(that's the Thursday after the long weekend).
Guest speaker David Battle will be along to talk about the new Digital

For those keeping an eagle eye on the "doings" in H44 land a source
close to the Solomons agency SPECTRUM suggests;
1. The "real" exam is ready.
2. Spectrum have directed the candidates to sit it.
3. The school and candidates are delaying sitting it because they are
frightened that it may be too hard.
Although unconfirmed we believe the source to be impeccable.
SOUTH AFRICA
The Deputy Director General of the Department of Communication,
Pakamile Pongwana, says the Department will take Amateur Radio forward
by supporting the development of at least one radio club in every province
to promote amateur radio amongst the historically disadvantaged community.
This was his keynote address at the WorldSpace AMSATCON 2003 held at the
SARL National Amateur Radio Centre May 31:
"We are prepared in the department to take state money through the
Department of the Arts, Culture, Science and Technology in promoting the
activity", Pakamile said.
He also called on radio amateurs to embrace the concept of transformation
to include all sectors of the community. He said this cannot be designed
or dictated by government but must be a result of consultation.
He asked Radio Amateurs to be there, to work together.
"I am calling on you to rise to the occasion to be there when Africa
needs you."

HAM GEAR SALES SCAM UNCOVERED
You know those unsolicited scam letters from Nigerian
royalty asking your help in getting money out of that nation? The
ones that offer you a percentage if you Are willing to help. Well
Amateur Radio NewsLine listener Bill Whitney, N7CD, passes along word
of a similar hoax now running around our world of Amateur Radio.
In a posting on eham dot net by Mark Stennett, NA6M he warns to watch out
for offers to buy your gear with a cashiers check from someone who claims
they are owed money above and beyond the price of your sale and has a
chaseers check in that higher amount.
The person offers to send you the check if you will wire back the
difference. This, while he or she arranging for someone to pick up
the equipment you want to sell.
You receive the cashiers check. It looks real so you deposit it and
send the purchaser the difference. Within days you are informed that
the check is forged and the lending institution holds you responsible
for the entire amount. You are not only stuck with the gear you were
trying to sell but a big bill owed to some bank as well.
Caviat Emptor. That means buyer beware.

WEIRD AND WONDERFUL
THE EVER CHANGING BRAIN
Finally this week, if you have ever taken a taxi in a major city you may
have wondered how the taxi drivers know how to reach even the most obscure
destination without a street map or a hint from their passengers. Well, a
new study indicates cabbies are working their brains so hard that they
become enlarged in the zone associated with navigation.
According to the study published in the journal Proceedings of the National
Academy of Sciences, the drivers' brains adapted to help them store a
detailed mental map of the city. This, by shrinking in one area to allow
growth in another called the rear hippocampus.
In the latest study, researchers at University College, London University
compared the brains of 16 male taxi drivers with those of 50 other men of a
similar age. They found that among the cabbies, the back of the
hippocampus, the part of the brain associated with spatial memory, was
larger than it was in the comparison group.
Scientists had previously reported differences in the structure of the
brain between musicians and non-musicians. Researchers say that evidence
that the brain is physically able to change according to the way it is used
could be important in understanding human development. (Science Today)

FNNARG QUEENS WEEKEND IS THIS WEEKEND;
ORGANISED BY THE TOWNSVILLE AMATEUR RADIO CLUB (INC)
Happening at South Mission Beach until AM Monday 9th June.
Listening to QNEWS this morning are the hams, XYL's xom's and
support crews at FNNQARG! South Mission Beach.
So I've been told to say G'day to you all and hope that you
done your warming up exercises in preparation for the Cricket Match
on the beach at 10-30am. By the way, what is the secret weapon for
this year's match ?
So far FNNQARG! has lived up to its reputation as being one of the
premier ham gatherings on the eastern seaboard, with
ARDF demonstrations, kit building, the ICOM/NAVCOM equipment shop
plus the "sing it with gusto but in the key of cee" concert by
the band of renown - Electrical Caution.
Today's activities are plentiful too, with the traditional group photo
being taken under the club banners after the cricket match, the
out of the trailer auction happening after lunch plus the presentation
of awards and prizes happening this evening.
If you are in the area, hop on down to the Beachcomber South Mission
beach and have heaps of amateur radio fun with the FNNQARG! crew
- VK4RAT VHF Upgrade Working Bee Report
A fantastic turnout and a heap of work was done during the VK4RAT
Working Bee last Saturday May 31st.
Apart from the upgrading of the VHF Voice Repeater by Barry/VK4TBD
and helpers, the repeater yard was made spic and span by Wallaby Bob/VK4WJ
with an atom powered whipper snipper, raked neat by Alan/VK4PS then
mowed by liquid means by Peter/VK4APE and Wally/VK4DO.
Unfortunately the UHF CB Repeater opening did not take place, as
Peter/VK4TO was called away to Brisbane at very short notice
(some rumours had it that Peter was told to attend the Rotary Convention).
However that didnt dampen the spirits of the mob on the hill
with everything being capped off with a massive sausage sizzle.
Phil/VK4JOK and Bob/VK4WJ were making, baking, cooking all the while,
with Jeanette Mann supplying cake and sweets to fatten the mob up for
the kill!
The revamped VHF Voice Repeater is now on air with good reports of
sensitivity and on-air quality. Some tweaking of settings will take
place over the next month to bed the system in to the harsh RF environment
which exists on top of Mount Stuart. Reception and behaviour reports

this years Car Rally. If you know of anyone who may be available please
him know. They don't need any gear at all as they can be placed at the
Safety On Stage locations which are supplied with commercial equipment.

radio operating skills.

The 80 metre, VK/ trans-Tasman Contest CW held on Saturday the
7th of June (CW), from 0800 to 1400 hours UTC.
This Contest offers a lot that others fail to deliver, such as:
6 hours, reworking stations every hour.
Best 5 hours to count (meaning you don't have to work 6 if it doesn't suit
you, - but you can work 6 to try and improve your final score.

The third International Museums Weekend will take place on the 14th and 15th
June 2003. It starts at midnight UTC Friday and ends at midnight UTC Sunday.

2003 80m Dash for the Wadda Cup
The event will be held on Saturday 21 June 2003, starting at 1030 UTC
(or 8.30pm EST).
The contest manager, and winner of the 2002 event, is Keiran Blyth
VK3BTV. Keiran will operate the CHARCT club callsign VK7CHT -
portable VK3. Contact with this station will earn the contester bonus
points.
When the contest has concluded, all contestants will gather on 3.585
MHz to join in a roll call and find out who is the provisional winner of
the 2003 Wadda Cup contest.

The date and contest period is 12th July 1200 UTC to 13th July 1200 UTC.
All licensed amateurs worldwide are invited to contact as many other
amateurs, especially IARU member society HQ stations, around the world as
possible using the 160, 80, 40, 20, 15 and 10 meter bands.
INTERNATIONAL LIGHTHOUSE LIGHTSHIP WEEKEND
16-17 AUGUST 2003.
This highly popular and well attended event is on again this year.
In 2002 Australia fielded the second largest number of lighthouses in the
event despite the fact that it is becoming increasingly difficult to obtain
permission from relevant authorities to occupy the lighthouse premises.
One authority suggested to Kevin VK2CE it may be easier if they didn't know
about it, set up a portable a station near the lighthouse because approval
is only needed if you intend to operate a light inside and in 99% of cases
this will not be granted becaus of insurance problems.

Industry Canada has authorized the use of "Special Event Prefixes"
until July 27th to celebrate the 50th Anniversary of the National
Library of Canada.
The special prefixes are:-
C-K for all V-E's,
C-J for all V-A's,
C-Y for all V-Oh's and
C-Z for all V-Y's.
The special prefixes will therefore be available for use in the
C-Q W-P-X C-W Contest on this weekend.

The Darwin Amateur Radio Club of the Northern Territory, Australia
will be operating a special event station with the callsign of V.I.8.N.T
to celebrate 25 years of self government. The station will be opened
officially on the 1st of July 2003 ( Northern Territory Day ) and run
until the 31st Dec 2003.
This special Amateur Radio callsign V.I.8.N.T is allowed to be used by
any Licenced VK8 Amateur. Only one Amateur will hold the callsign at
any one time , meaning only one station on air at a time.

Rotary World Conference. Thats VI4BRC. 14.293 particularly 0600utc Sundays
RESULTS
Not often we are provided with a followup with results of Special Event
operations broadcast on QNEWS so pleasing to receive from wiavic news that
AX3ITU on International Telecommunications Union Day, 17 May, scored
a total of 280 contacts.
Another "Ham Event" this one in ZS land saw, back in March, a group
consisting of ZR1BDR ZU1ROB and ZS1SM meeting up with ZS1OLI and ZS1KWV
to tackle 700 km, towing the "Studio" which is the name of their caravan,
now used a mobile radio shack.
Destination? Verneukpan, the site of Captain (later Sir) Malcolm Campbell's
attempt at setting the World land speed record on 24 April 1929 in his
car named Bluebird.
The group used the special call-sign ZS-1-BLUE
The Saturday morning turned into a "pile up" as South African (ZS)
hams came in due to the excellent conditions on the 40m band.
Hams of many years experience have since reported that they had never
experienced anything like it! The reported radio ground of 100ft below
ground level, had the effect that at 20ft above the ground, the antennas
were effectively 120ft above the ground!
Planning for the 75th anniversary next year of Malcolm Campbell's attempt,
using the call sign ZS-75-BLUE, commenced on the way back.

well be their last. They have called for volunteers to take over the
editing and presentation and have said " if you want a news bulletin

Sunspot 365 unleashed a series of powerful X-class solar flares on
May 27th and 28th. At least one coronal mass ejection (CME) appeared
to be heading toward Earth.
The CME was expected to trigger auroras when it swept by earth.

SOUTH AFRICAN AMSAT TO SURGE AHEAD
SA AMSAT has been reactivated and will surge ahead to promote amateur
satellite activity. Hans ZS6AKV was tasked to lead SA AMSAT as the
interim President.
Radio Amateurs in other centres of South Africa have been invited to
voluteer to start activity groups in their area.

The Amateur who's work in persuading NASA to allow manned amateur radio
operation has been inducted into the CQ Amateur Radio Hall of Fame.
Amateur Radio Newsline's Roy Neal, K6DUE who is often heard here on QNEWS
was inducted into the prestigious CQ Amateur Radio Hall of Fame.
Roy was one of fifteen people honored for 2003, at the Dayton HamVention.

NASA ISS Science Officer Ed Lu, KC5WKJ, told youngsters at his hometown
alma mater via ham radio last week that zero gravity (G) feels a bit like
going over the top on a roller coaster. The May 27 Amateur Radio on the
International Space Station (ARISS) contact with Klem Road South School in
Webster, New York, was the first for a member of the two-ham ISS
Expedition 7 crew and for Lu, who had attended the kindergarten through
grade 5 school some three decades ago.
With the ISS was over Hawaii at the time, radio contact with NA1SS was
established via Nancy Rocheleau, WH6PN, in Honolulu, who arose before 3 AM
to serve as control operator for the QSO.

The Irish Ham News Service reports that our own VK6 DX Chasers Club
will travel to Thevenard Island (Mackerel Island group) IOTA OC-140
and be active for 1 week starting the 15th of June.
22km offshore from the town of Onslow on the coast of the Pilbara region
of Western Australia.
The callsign for the DX-pedition will be a special one VI-6-TI to
commemorate the naming of the island by the French Captain Baudine
who led an expedition in 1801-1804 in the ship "Casuarina".
Activity on IOTA HF frequencies also on 6 metres, monitoring 50.110
and also on AO-40.
