 NATIONAL NEWS
 ONE NATION - ONE WIA - ONE HELLUVA GOOD MOVE!
 At the Teleconference held 16th to complete the business of the WIA Federal
 AGM  commenced in Brisbane in April it was decided on a vote of 6 For and
 1 Against  to agree to the Special motion Moved VK1 Seconded VK4.

 "Resolved to adopt the Constitution tabled at this meeting and initialled by
 the Chairman for identification and substitution for the Memorandum and 
 Articles of Association." 

 The vote was as follows
 In Favour: VK1, VK2, VK4, VK5, VK6, VK7.
 Against: VK3

 (This also brought the adjourned 2004 AGM to a close).

 This clears the way to take the necessary legal steps to formally create the
 new National WIA as soon as possible and the demise of the current 
 Federal system based on State Divisions.

 The spirit of the meeting emphasised that previous personal differences over
 the issues no longer matter and the important step is to bring all amateurs
 behind the National WIA.

 The First Board of the national WIA is to be:

 Director                Glenn Dunstan VK4DU

 It should be noted that amongst other matters the membership of the National
 WIA is essentially of individual persons. Clubs and groups can become

 material as an Affiliated Club of the Wireless Institute of Australia once
 that recognition has been given by the National WIA

 The new structure will result in greater operational efficiency through
 a single national board of Directors who are directly responsible to WIA
 members. It will enable policies to be more effectively managed and
 enable members to have a more direct voice in WIA affairs. Existing
 state-based services can now be integrated into a single coherent
 nation-wide service. Many other benefits will unfold as the new national
 body gradually settles into its eventual shape. This will take time
 however. There are many challenges ahead for the WIA and it should not
 be expected that the transition can occur overnight. But the path is now
 clear for the first time in many decades for the WIA to be truly
 representative of the amateur radio service in Australia.

 A telebridge voice linkup between the ISS and the Erie Planetarium in
 Pennsylvania USA will be telebridged through VK5ZAI  on  May 25 at 1801 hrs.
 UTC  ( this is at 3:31am. in the morning of the 26th., local Sth. Aust. time)
 The down link from the ISS will be on 145.800 mHz and should be readable over
 most of Australia.
 The duration of the contact will be approx.10 minutes and all are welcome to
 listen.

 WISCONSIN HAM TAKES BPL CONCERNS TO PRESIDENT BUSH
 An ARRL member from Wisconsin took advantage of a recent campaign visit by
 President George W. Bush to carry ham radio's concerns about broadband
 over power line (BPL) right to the top. Rich Kelly, KB9RNO, of Prairie du
 Chien, says he did what he could May 7 in the few moments it took to greet
 Bush and shake his hand.

 "I wanted him to know that it was a concern for us," Kelly said. He got
 his chance when Bush was leaving the campaign event, he said, and was able
 to get very close to the president and shake his hand.
 
 "I held his hand extra long and said, 'Mr President, please support the
 Amateur Radio operators of America!'" Kelly says the president looked
 right at him and replied, "I do, I do."
 
 As Bush moved on down the line of well-wishers, Kelly continued,
 "Broadband Internet over power lines is a real concern for us." He said
 the president turned back toward him and responded, "I know, I know about
 it."
 
 "And in a flash, he was gone," Kelly said. "It doesn't really tell us much

 about his support or concern about the potential problem, but at least I
 know that he heard me and was aware that he was talking to a Amateur Radio
 supporter. That is my best effort for going right to the top!"

 about TITANIC.

 The Titanic used old fashioned spark telegraph transmission. Spark signals
 sounded much like lightning static or just noisy hash.

 Urban legend has it a young Englishman heard the distress call and went
 with the news to the local pub where he wasn't believed.

 The late Mort Neff, of MICHIGAN OUTDOORS TV fame, was a young amateur
 radio operator living in Boston at the time and he heard the Titanic!

 IRAN
 In response to an invitation from the administration of the Islamic
 Republic of Iran, Fred Johnson, ZL2AMJ, representing International
 Amateur Radio Union (IARU) Region 3, and Daniel Lamoureux, VE2KA,
 representing the IARU International Secretariat, visited Iran to
 present a three-day Amateur Radio Administration Course April 26-28.

 Related objectives include managing disaster relief communications
 and organizing an Amateur Radio society.

 The course in Tehran was arranged by the Directorate General of
 Telecommunications.

 The course participants visited EP3PTT, a station established on the
 Ministry's premises in Tehran. The equipment in this station was received
 by Iran from the IARU Region 3 Stars program.
 It may be operated by licensed Iranian operators by arrangement.

 ZIMBABWE
 At the Zimbabwe Amateur Radio Society (ZARS) meeting held on May the 3rd
 last the society decided to close their Zimbabwe (Z2) QSL Bureau.
 This is due to the excessive cost of services that are now prevalent
 in the country.
 The main cost is the posting of cards to the various bureaus. This coupled
 with declining number of members such that reasonable subscriptions
 can no longer support the costs of running the bureau.
 ZARS has recommended to members that QSL Managers be sought if they do
 not already have one.

 W6RO CELEBRATES 25 YEARS OF OPERATION FROM THE QUEEN MARY

 W6RO, the Amateur Radio station in the Wireless Room of the Queen Mary,
 recently celebrated 25 years of continuous operation. Permanently berthed
 at the Port of Long Beach, "The Queen" is one of the most popular tourist
 attractions in Southern California. During its 25 years of operation, W6RO
 has presented a positive image of Amateur Radio to more than four million
 visitors.
 
 W6RO is the club call sign of the Associated Radio Amateurs of Long Beach,
 an ARRL Special Service Club. At the centre of operations is Nate
 Brightman, K6OSC. He has spearheaded Amateur Radio aboard the Queen Mary,
 recruited hundreds of operators, garnered equipment donations from leading
 manufacturers, and maintained excellent relations with "The Queen's"
 management.
 
 At a 25th anniversary celebration held April 29 in the Queen's salon, ARRL
 Southwestern Division Director Art Goddard, W6XD, presented a Special
 Service Award to Brightman, who accepted it on behalf of all W6RO radio
 operators.
 
 "What does it take to sustain a major volunteer operation over a quarter
 century?" Goddard asked in his remarks. "Vision, persuasion, promotion,
 persistence and enthusiasm. And a leader like Nate Brightman, K6OSC. The
 results? A deep sense of personal satisfaction and the presentation of
 Amateur Radio to more than four million visitors."
 
 Nearly 100 amateurs volunteer at least four hours a month to operate W6RO
 from 9 AM until 5 PM daily. W6RO also is a regular stop on the Queen Mary
 self-guided tour, and licensed visitors may log in and get on the air. The
 former passenger liner now is on the National Register of Historic Places.

 The next Bundaberg Amateur Radio Club's Quarterly Meeting will be held on

 Saturday 19th of June at the SES Head Quarters in Kendall's Road commencing
 at 1400 hrs. All members are invited to this meeting and also any visitors
 to Bundy will be very welcome. There will be several technical Items of
 Interest for you and afternoon tea will be provided.  Your Committee will be
 arranging another white elephant sale but Bundy cannot guarantee the
 ridiculous  prices the gear sold for at the last meeting so take along a few
 bucks to get all those valuable parts you need for your shack.

 Bundaberg Club members please note that due to the popular request and your 
 unanimous vote The Bundy Club's "Xmas Party in June" will be held at
 Sizzlers in Bourbong Street on Friday night 25th June 1800 hrs.

 Empire of the Air.
 Empire of the air is a fascinating 2 hour documentary of the history if
 radio.  The film contains a great deal of footage and fascinating technical
 and factual biographies of such radio pioneers as Marconi, Fessendon,
 Armstrong and Lee DeForest.
 The documentary covers the technical invention and person conflicts and
 tragedies of these great men.
 See an actual interview with Lee DeForest and much more historical footage.
 Come along and learn some little known and fascinating facts about these
 radio pioneers and their lives.
 A night not to be missed.  Bring along munchies and something to sip on.
 The night is Thursday 27th, May at 7pm at the club rooms- 85 Harper Street

 SUNSHINE COAST
 Wednesday meetings.
 Club rooms at Godfreys Road Bli Bli are open each Wednesday from 10am
 until whenever, with growing numbers of club members and visitors
 dropping in to work on personal gear, help others to sort out their
 faulty gear, or to simply partake of the lunchtime gourmet Swiss Pie run.
 The Club station is available for those needing an RF fix, or simply to
 talk visitors in on 2m via the Club repeater. Liberian Max VK4 Vee Zee
 has done an outstanding job on cataloguing library assets and notes
 that they now have a complete collection of AR's going back many many years,
 for those of you looking for old articles.
 So - if you find yourself on the Sunshine Coast around the Maroochydore area
 on a Wednesday with half an hour to spare, please drop in for a brew and
 check out the ever growing club facilities.

 VK's MOST WANTED
 Gwen VK4CB was after a circuit of a sealed lead acid battery charger, well
 QNEWS rebroadcaster in Maryborough Gary VK4TGB had one of
 his CB checkins, Neil QAJ 659  get in touch with Gwen when he heard it on
 the Q, he had a pleasent chat to Gwen and sent about 35 Pages of info about
 the circuit and the IC. Well Done!



 VK4 SPECIAL INTEREST GROUPS --- ATV
 Trevor Birch VK4ZU wrote the Q to remind in the 'Great South East' that
 VHF/UHF SSTV operation is commonly in use in the region.
 Operation may be simplex or through some repeaters which are made available
 for combined voice and SSTV operation.

 Arnold has both modes on VK4REG located at Petrie.

 The inclusion of SSTV transmissions promotes SSTV as an integral
 facet of the hobby and allows a greater coverage area of SSTV
 transmissions by a number of north Brisbane SSTV and other interested
 enthusiasts.

 VK4REG voice communications have priority which is to be considered between
 segments of SSTV transmissions. A customary break should be given between
 transmissions. Frequency of operation is 147.825 MHz with 91.5 Hz tone.
                          
 John VK4ET provides a replay of your picture if desired. After sending a
 1750 Hz tone and receiving a K in Morse, transmit your picture within
 10 seconds of the K. On receipt of your picture it is replayed.
 This replay facility is operational between 8 AM and 10 PM daily.

 SPECIAL INTEREST GROUPS --- VHF
 Wednesday 26th is the regular monthly meeting of the Brisbane VHF Group
 at the home of Rob Bathgate 53 Arrol Street Camp Hill.
 Radio amateurs interested in VHF and above gather there around 7:30 pm.
 There's chat time, time for necessary business, and there's always a
 relatively informal but interesting technical talk or demonstration.
 All are welcome!

 Lift up a couple of month's pages on your wall calendar and place a 
 circle around Sunday the 25th of July!  That's the day for the 2004 
 Brisbane VHF Group Antenna Day, a very interesting and rewarding experience 
 for all who attend.  If you were at last year's Antenna Day, you'll 
 remember the fascinating results that were achieved from measuring the 
 performance of both home made and commercially made antennas for 2 metres 
 and 70 centimetres.

 "This year it'll be better with 23 centimetres covered, says Doug Friend,
 as well other measurement opportunities for antennas, feedlines and
transmitters 
 that active VHF and UHF amateurs need.  You can plan to bring along your 
 antennas and other equipment for testing.
 Like last year it'll again be at the Mayfield State School, off Florence 
 Street in Camp Hill on the 25th of July, so keep it in mind and plan to be

 Look, I know I'm supposedly just here to talk about contests and awards and
stuff
 but this week I simply cannot sit still for even a moment without reaching for
my
 tattered old radio magazine editor's hat for a little soap box pontificating.
 I could no more ignore the exciting developments of the last week than phone
 my old school chum, the Federal Treasurer, to ask for a free handout.

 Literally years of fruitless negotiations, heated arguments and frustrating
dead-ends
 made way over the past few months for frank and open dialogue, and culminated
last weekend
 in an agreement which will see dramatic and sweeping pivotal changes to the
very structure
 of the WIA. The changes are all good - very, very good. 

 You know, over the course of some 15 years, I wrote almost 200 opinion columns
from the
 Editor's chair of a national radio magazine or two, and gee, how I wished I
could have
 written one welcoming a single, cohesive, unified, national WIA.
 A lot of those old magazine editorials excused the occasional lapse, missed
opportunity
 or a simple lack of progress on an inflexible and arguably unfair corporate
WIA structure,
 one which effectively favoured some members over others, almost like a
political gerrymander.
 That's finally all behind us, folks, thanks to the courage of a group of brave
people
 determined to repair an imbalance which has existed for years.
 For the first time in its existence, the WIA can soon truly claim to represent
all Australian
 amateurs on the proverbial level playing field.

 So do not underestimate the importance to amateur radio in this country of
what has transpired.
 But enough of the rhetoric and richly deserved congratulations; what should
you expect of the
 WIA in its new federated guise?

 Well, for the first time, every Australian amateur who is a member of the WIA
will have
 a truly equal say. It won't matter if you're in Brisbane or dear old
Bullamakanka.
 More to the point, the power of your vote really won't any longer be
determined by
 the postcode after your address.

 The representation and services offered to members will be based more on merit
and ability
 than again on the state of residence. It will be more a global community of
radio amateurs
 working together in harmony to protect the things we believe we should strive
to protect.

 Perhaps, too, we can be more confident that the WIA itself will survive and
prosper
 into the future, able to provide more and better service to the fraternity
 rather than pensively worry about collapsing.

 We all owe a great debt of thanks to the directors and advisers who had the
foresight 
 to overcome the many fears and concerns surrounding the mechanism of change,
 without which the WIA was very possibly doomed. We can now look to the future
 with a sense of optimism and enthusiasm not felt in many years.

 I've told you many times over the course of a fair few years that the WIA is
 the hobby's best hope for survival in the long term, and that your membership
 of that body was the WIA's best hope for survival as well.
 For it all to work we need to put our weight behind the WIA and, possibly more
to the point,
 make sure there's a paid-up membership behind that support.
 Please, do something for your hobby. If you're not already a member, join
today. It's our best shot at preserving the freedoms and privileges of being a
radio amateur.


 Thanks for listening, and perhaps we should do the job by taking a very quick
look at some
 Special Event stations.

 Who invented the first scanner radio?
 ARNewsline listener Harvey Cronen in New Jersey has further information.

 He says that musician and inventor Raymond Scott is the person who holds
 a patent on at least one form of automatic scanning radio.   

 Scott is best known as the orchestra leader on the early NBC television show
 "Your Hit Parade" and as the husband of the late songstress Dorothy Collins,
 there was another side to Raymond Scott that few in the public knew about.

 He actually patented a broadcast band radio receiver which tunes in on
 stations around the country and changes frequency by itself at any given
 interval.  This permitted Scott to catch most of the nations disc-jockey
 shows in a brief span and find out what tunes are being played.

 WA FoxHunters hunt May 15th saw the foxes being VK6XC and VK6YLW.

 The first team to arrive on the scene was vk6ad and vk6zck after 25mins 
 of start, they wander around, look into the bins, up the trees and 
 finally saw the antenna standing in the middle of ......

 Awhile waiting for the vk6jrc team to be arrived. Rob had gone to
 south perth discovered bearings then led across the water!

 Transmitting at 5-10 watts on 2m SSB mode they found a location,
 set the fox with 1/4 wave vertical antenna with ground plane mounted
 to a round foam bouy like those used for fishing nets all painted black.

 This bouy floated approx 10 feet away from the shore line.
 All those 6 star Penthouse Apartments fully isolated the signal from the
 road cept for quick bursts up alley ways etc!

 All in all a great time had by all! Particularly VK6XC and YLW.

 Friendship Games in Russia and ARDF in China

 As a promotion of cultural exchange, Victoria's sister cities Khabarovsk
 and Suzhou have separately extended an invitation to Canadian hams to
 attend events this coming summer/fall.

 Khabarovsk, in the Russian Far East, will host the 8th Friendship radio
 games August 14 to 18.  These games include a HF operating contest, Morse
 sending and receiving, and a 2m direction finding contest.  There will be
 time to tour sites in Khabarovsk and visit with host amateur stations.

 Suzhou, about an hour by train inland from Shanghai in eastern China, will
 host a Chinese national Amateur Radio Direction Finding (ARDF) contest in
 October 2004.  There will be an 80 and 2 metre hunt on separate days.

 Wayne Pryor writing to Aus Scanners on yahoogroups says the flaw
 operates at lower network layers than most previously-discovered
 security flaws in 802.11 networking, and affect any network operating
 at the 2.4GHz frequency - which is the sole frequency used by the
 most popular wireless protocol, 802.11b.

 Associate Professor Mark Looi's PhD students Christian Wullems,
 Kevin Tham and Jason Smith discovered the flaw while investigating
 wireless security mechanisms.

 Mr Wullems has presented at the Institute of Electrical and Electronic
 Engineers (IEEE) Wireless Telecommunication Symposium in the US and
 AusCERT has issued an advisory.

 HAM RADIO-CARRYING ROCKET REACHES SPACE
 
 Amateur rocket carrying Amateur Radio avionics package reached the
 edge of space...VK1KEP Peter Ellis reveals!

 The ARRL reported on Tuesday 18th May our time that an amateur rocket
 carrying an Amateur Radio avionics package "reached the edge of space May
 17". The 7m rocket passed 100 km altitude to make Amateur Radio and amateur
 rocketry history. Two earlier attempts by the 18-person Civilian Space
 Xploration Team (CSXT) --the last almost two years ago--were unsuccessful.
 Avionics Team Leader Eric Knight, KB1EHE, called the successful launch "a
 phenomenal experience."

 The rocket lifted off from the Nevada desert at approximately 11:20 AM
 local. The CSXT team --which includes an avionics crew with eight Amateur
 Radio licensees-- estimated that the rocket returned to Earth some 45km
 downrange from the launch site. The rocket had not been recovered Monday
 evening, but the ham radio telemetry package was continuing to transmit.

 "We have a telemetry beacon telling us where it is--that it's alive and
 waiting to be found," Knight said. The rocket transmitted telemetry on the
 33-cm amateur band and color Amateur TV pictures on 2.4 GHz. An HF special
 event station, K7R (for "rocket") didn't get much airtime, Knight said,
 "because we've been really focused on the mission."

 The Swedish Gotland-class submarine, HMS Uppland, located in
 Karlskrona, will be on the air as SL8SUB on Friday and Saturday,
 the 21st and 22nd of May.

 Activity will be from 06.00 to 14.30 on Friday and 07.30 to 14.30
 UTC on Saturday. Stations will be active on HF and VHF, on both
 CW and SSB.

 The event marks the 100th anniversary of submarines in Sweden and
 the organisers say that while there have been special event
 stations on the air from museums and non-operative submarines
 before, this is the first time that an amateur radio station has
 been active from a Swedish submarine in use.

 This year marks the 80th Birthday of Police Radio in NSW - in fact the 9th
 September 1924 marks the first transmissions for VKG NSW Police.

 Amateur Radio was largely responsible for Police Radio operations in the
 early days so to celebrate both the involvement of Amateur Radio and the 80
 years of VKG, it is planned to run a special event station commencing on
 this date (9/9/04) and run for 80 hours.

 Callsign will hopefully be VI80VKG, organisers are still awaiting for
