 The WIA Federal Convention and Annual General Meeting of the WIA will be
 held in Adelaide on 4th, 5th and 6th April 2003.



 WORLD HAMS VISIT VK
 World famous Dxpeditioner Pedro Allina, HK3JJH and his wife Cecilia from
 Columbia South America will be visiting Canberra and Sydney early March.

 This is a rare chance for Dxers to meet a famous person who will bring along
 stories and photographs of his latest dxpedition to Malpalo Island.

 Another World Famous Amateur is doing a VK-East coast tour.

 G-3-P-J-T Bob Whelan President of the RSGB will also attempt to operate
 in the BERU contest from VK1 during his visit.

 Central Coast Amateur Radio Club  Field Day At Wyong.
 The Central Coast Amateur Radio Club will be holding it's annual Field Day
 at Wyong Racecourse, halfway between Sydney and  Newcastle.
 Contrary to what may have been published elsewhere it is on
 Sunday 23rd of February 2003.

 There will be many eager commercial traders and flea marketeers willing to
 make that deal  of a lifetime. Once you are stocked up with all the new and
 pre owned goodies you can take in one of the seminars, fine tune your fox
 hunting skills, have an refreshing drink or meal and meet for that once a
 year chat.

 IRLP node 6060 will be operating on VK2RAG with a frequency of 438.075 MHz
 as well as a auxiliary frequency at the Racecourse, of  434.950 MHz
 simplex with a 123 Hz tone required for access. So you'll be able to chat
 to the gang at the field day even if your over in Perth.

 A low powered APRS IGATE will also be operational  during the day, so
 take your trackers.

 WIA ACA LIAISON OFFICERS are VK1GH, VK1ZKM, VK2BPN, VK4DU 

 Compliance rules may be widened to include retailers.
 The supply of unlabelled or non-compliant telecommunications equipment or 
 cable will be an offence if a proposal released by the Australian 
 Communications Authority (ACA) is adopted.

 ACA Chairman Tony Shaw said the move had been prompted by concern that 25 
 per cent of telecommunications equipment, such as fixed phones, mobile 
 phones, fax machines and computer modems, and cable used by the industry 
 did not comply with ACA technical standards.

 Under the proposal set out in an ACA discussion paper, existing
 arrangements would be widened to make it an offence for retailers and 
 resellers, not currently covered under the Telecommunications Act 1997, to 

 supply non-compliant equipment. Non-compliant customer cabling would also 
 be covered.


 Products that meet the technical standards set by the ACA carry the A-Tick 
 label.

 The closing date for submissions on the discussion paper is 28 February
 2003. The paper is available on the ACA's website.

 EMR implementation update.
 An article appears in the February edition of AR magazine advising that the
 delayed EMR controls for Apparatus Licences including the Amateur Service,
 are expected to begin in March.

 These LCDs will limits on human exposure to electromagnetic radiation (EMR)
 produced by transmitters licensed under the apparatus licensing regime.

 As reported previously here on QNEWS our ACA has released, for public
 comment, drafts of the Radiocommunications Licence Conditions (Apparatus
 Licence) Determination 2003.

 However! comments on the draft must reach the ACA by Thursday 20 February.

 GENERAL INTEREST NEWS FROM 'DOWNUNDER'.
 Next time you're deliberating how to cope with your ever-expanding data
 storage requirements, spare a thought for New Zealand's Weta Digital Effects.

 This is the company responsible for the digital effects and interactive
 animatronics for all three films in Peter Jackson's trilogy,
 The Lord of the Rings.

 Voice and Data OnLine Magazine report that to manage the files for the
 recently released second instalment, The Two Towers,
 each  frame of the movie required 12.5 MB of storage.

 There are 24 frames for each second of the film.

 For the three hour film, approximately 3,240,000 MB of storage was required.

 Rendering 24 hours a day, seven days a week, Weta estimates that it 
 took four million work hours to complete the special effects for The 
 Two Towers, giving the NetApp systems an intense work-out.

 Houston notes that he needed not only huge data capacity, but also
 massive processing power. Weta Digital uses anywhere from 1400 to 
 1600 processors (Intel Xeon 2.2 GHz).

 SIX-YEAR-OLD OREGON GIRL GETS GENERAL TICKET
 A six-year-old girl from Oregon, has upgraded from Technician to
 General. Mattie Clauson, KD7TYN--a fourth-generation Amateur Radio
 operator in her family--could be the youngest General-class operator in
 the US.

 "The Element 3 test was a lot harder than the Tech test," she said.
 She was ambivalent about the 5 WPM Element 1 Morse code exam,
 characterising it as "not too hard, just a little, but kind of easy too."

 Her parents, A-C-7-S-P and K-D-7-Q-Z-B, say Mattie became interested in
 Amateur Radio when she was five. They discovered "a kid-friendly
 study book," Ride the Airwaves with Alpha and Zulu by John Abbott, K6YPB

 Mattie says she prefers HF over VHF "because I can talk to people in
 other countries."

 Maybe these two 'Big Voices' are running the distribution points and
 the 'smaller Voice' keeps up the supply to the Distributors ??

 There was a video report on Darwin TV picturing  an 'Abandoned' Chinese
 Fishing Boat along the West Aust. Coast tied up to the Shore...
 No Crew and No Cargo'...???

 There are some Indonesian Voices 'Hopping' in on the Frequency when it is not

 Hams to influence policy makers at Symposium

 Some words of wisdom from Peleg L. Lapid 4X1GP in Issue No. 195
 of the IEEE EMC Society Newsletter in line with the 2003 IEEE
 International Symposium on EMC in Istanbul, Turkey 11-16 May 2003.

 In an Announcement and Call for Papers for a special session for Radio
 Amateurs during the symposium, Peleg 4X1GP makes some very poignant
 points about Amateur Radio as a hobby and its place in the Radio Frequency
 Spectrum.

 Peleg writes
 "In the beginning of the 21st century, the community of Radio Amateurs
 found itself in a new situation: politicians and lawyers took the position
 of radio services legislators within international and national
 regulating bodies. These good people, having limited knowledge in the
 Radio Sciences, and under political influence of pressure groups that lack
 knowledge, are easily drawn to conclusions, not necessarily substantiated,
 that any 'unnecessary' radiation is harmful, hence, they conclude that
 there is no place for Radio Amateurs within populated areas.

 On the other hand, Radio Amateurs are here to exercise their rights
 obtained from the International Telecommunications Union (ITU) and the
 Government and national authorities.

 The 2003 IEEE International Symposium on EMC offers a platform and
 meeting place for the Radio Amateurs to convene, discuss and
 influence people that are involved in research in the EMC field of
 radio frequency interference and safety, as well as regulatory advisers
 who are expected to attend the Symposium. This is probably the last chance for
 meeting relevant and influential people before the WARC 2003 that will be
 held in Geneva during June and July 2003.

 Understanding the importance of this subject, we have established a special
 committee to deal with papers regarding Radio Amateurs and their concerns.
 Of special interest will be papers regarding the problems and activities
 mentioned here."

 Peleg 4X1GP also advises that planning is also underway for a Radio Amateurs
 Station to be operated onsite during the Symposium.

 CARDS, the Canterbury Amateur Radio Development Society has applied for
 a 10 metre FM voice repeater, having the 10 metre transmitter at
 Science Alive, Moorhouse Avenue, Christchurch, and a remote 10 metre
 receiver at Eyrewell, NZ260 grid reference M35 552533, and for a
 32 cm one-way point-to-point link between the two sites.
 Transmit frequency of 29.630 MHz, and repeater receive frequency 29.530 MHz.

 SOUTH AFRICA - ZS - LOW POWER 7MHZ South Africa beacon heard in USA
 On Tuesday the 29th of January, Bill, WA8LXJ, made a positive
 identification of the low power 7 MHz beacon operated by ZS2J in
 Plettenburg Bay.
 The measured power output of the 7029 kHz transmissions is 100
 microwatts and reception reports from all over South Africa, up to 1100
 kilometres, have been received by the beacon operator, Roger Davis.

 The V-H-F Reflector says that Greece now has its own, entry level VHF 
 only license. The new ticket use the prefix SW1 through SW9 with 
 privileges on 2 meters and above.

 SERBIA-MONTENEGRO - YU/YT - Yugoslavia becomes Serbia-Montenegro.
 Yugoslavia's parliament has voted to formally abolish that nation and
 replace it with a new country called Serbia-Montenegro.

 The new arrangement will have little immediate impact on Amateur Radio.
 For DXCC purposes, Serbia and Montenegro will be considered a
 single entity, at least for the time being and amateurs there are
 expected to continue using YU/YT prefixes.

 Speaking of "RealRadio"
 Those who listened into 4TTT-FM on Wednesday evening February 5th
 were able to hear Ewan McLeod/VK4ERM being interviewed by Alan/VK4PS.

 Ewan told of the CW issue and ways that Amateur Radio helped the community
 through its involvement of WICEN with the State Emergency Service
 and detailed the valuable service the WIA played in representing
 Amateur Radio at local, state, federal and international levels.

 His explanation to "the layman" on just what our WIA is and does
 was great! Co Host of the program VK4ZZ said "For his first time on live
 interview broadcast radio, Ewan acquitted  himself as if he had done
 the live thing dozens of times!

 The arrangements for the WIAQ AGM are now being finalised.

 news reader as we look at the vk/trans Tasman contest, RSGB's 6 meter
 contest, emdrc's southern cross award and the wia antarctic award.

 In May and June the 2 legs of the VK/ trans-Tasman Contest: 

 This exciting  80 metres Contest will be staged over two nights,
 Phone SAT  24th MAY 
 CW    SAT   7th JUNE

 Both nights run for 6 hours, in 1 hour stages,  - long enough to be 
 interesting without being arduous, and providing constant activity 
 with stations being reworked each hour. 

 The main emphasis is on contacts between VK and ZL stations, with
 the scoring structured to give all stations an equal chance, 
 regardless of their location or time-zone. 

 So give it a go ! 

 The only thing we ask is that you take the time to submit your log
 even if you don't think you will win. This is essential to make it 
 all worthwhile and to ensure the on-going success of the  Contest. 

 Rules will be published in the WIA and NZART magazines, and are
 available on the Contest website:   



 6m Dates of Summer 6-metre Contests Changed
 There has been a decision at IARU level to move the 6-metre contest held
 on the first full weekend of June to the third weekend in June. This is
 presumably to stop the contest clashing with the CW National Field Day.

 From the RSGB News Room, Jeremy Boot G4NJH...

   "Unfortunately, the RSGB VHF Contest Committee was unaware of this change
    when the RSGB contest rules for 2003 were being set. Since such a big
    part of the 6-metre event is provided by European activity, the VHF
    Contest Committee has decided to move the RSGB 6-metre Trophy and the
    associated 6m Backpackers contest to the later date.

    The corrected dates and time for 2003 are therefore:
    RSGB 6-metre Trophy - the 21st and 22nd of June, from 1400 to 1400 UTC;
    RSGB 50MHz Backpackers contest - the 22nd of June from 1100 to 1500 UTC."

 QNEWS devotees in VK3 may have wondered at the hive of activity over the
 last few weeks on V-K-3-R-E-C with people exchanging signal reports.

 The EMDRC  have recently re-written the rules for their
 Southern Cross Award which makes it easier for Novices and H calls
 and have also produced some smart new artwork for the certificate itself.

 Maybee you would like to have a go at getting this award, it's really
 quite simple ... the rules for the award are as follows....

 The Southern Cross Award is issued to amateurs and SWL's who confirm
 contacts as follow:

 VK3 stations are required to work 15 financial Club members plus ONE of
 the Club Callsigns, VK3ER, VK3BNW, VK3COD or a Special Call run by the
 Club, eg. VI3GP.

 DX and interstate stations require 5 contacts plus ONE of the Club
 Callsigns as above.

 A member and/or Club callsign can only be claimed once per application.

 Contacts made on the Club Repeater VK3REC are legitimate.
 However, contacts with either Club members or a Club
 callsign during both the Wednesday night and Sunday morning Club nets
 are not eligible for the purpose of the Award.

 Log showing the date, time, band (MHz), mode, callsign, and
 operator name of the station worked. The full name, address, callsign
 (except SWL) and signature of the applicant are required on the log.

 Band or mode endorsements are available upon request.

 $A5.00 if the log is handed in and the Award (framed) is collected at a
        Club Meeting,

 $A5.00 if posted within Australia.

 $US3.00 or 3 IRC's for DX stations.

 Additional band or mode endorsements - $A1.00 for VK stations and
                                        $US1.00 for DX stations.

 Still on the award scene this time we'll look at the WIA's antarctic award
 with the voice from the west...

 W.I.A. Antarctic award.
 This is my favourite, as we all know how fascinating Antarctica is.
 Australia has three bases down there, boundaries for this award
 is below 60 degrees South in Latitude and excludes Macquarie and
 Heard Islands (being only sub-Antarctic).

 We do ask for a few more other Government Representatives down there
 and some could be: Russia, India, Japan, France, America and many more.

 This again is geographically good fun to pin point someone out from a
 remote base communicating from a "snow mobile" or a research team miles
 from any where, making contact from a "Igloo tent".

 Material in hard copy or computer maps of the Antarctic Circle are
 available to aid you.

 Return on all QSL contacts made down there may take 1 to 3 years depending
 on their stay and return.

 Did you know? There is also a IRLP node 8880, KC4USV McMurdo Station in
 Antarctica and many fixed live Amateur Internet camera sites so you can
 see really what's happening down there.

 "Germany's premiere shortwave station says that transmissions to North 
  America will soon cease. This with confirmation by Margot Forbes of 
  the broadcaster Deutsche Welle that it will be terminating the long 
  running service at the end of March.

  Forbes says that there are no plans yet for a replacement service. 
  but says there is the possibility of something being worked out using 
  satellite delivery or over the Internet."

 SHUTTLE LOSS IMPACTING AMATEUR RADIO IN SPACE
 The future of Amateur Radio in space--at least in the near term--could
 depend on how fast NASA pins down the cause of the February 1 shuttle
 Columbia disaster and fixes the problem says the ARRL Letter.

 "With the shuttle fleet grounded and further International Space Station
  construction on hold as a result, attention is turning to the well-being
  of the all-ham ISS Expedition 6 crew.

  Expedition 6 team has sufficient supplies to sustain the crew until
  late June or early July if necessary."

 BRISBANE COMES OF AGE.
 Node 6406 is at the QTH of Wayne VK4ACN at Windsor in inner
 North Brisbane and is operating on the simplex channel of
 146.575 MHz on a trial basis.
 The important thing here is "use it or lose it", Wayne asks
 all within range to sample the excitement and ease of IRLP, in fact
 "all are welcome to use the node".


 GOLD COAST IRLP SYSTEM CHANGES
 Andrew VK4BAB who looks after the GC IRLP system says it will now
 ignore any DTMF if the transmission carrying the tones is less
 than 7 seconds in total length.

 May as well identify while we're at it.

 TENNADYNE JOINS THE HUMAN RACE

 Tennadyne--the world's leading manufacturer of log periodic arrays--is now
 the 'Official HF Antenna Provider' for The Human Race.
 "Having them onboard significantly boosts the project," said THR Producer
 Bill Desjardins, W1ZY.

 W1ZY in Boston says "We can expand what we've been doing on 10 meters
 now to 15 and 20."

 Since December, 2002, The Human Race has been generating pile ups on 10
 meters. The project posts MP3 recordings of its QSO's on its website.
 Amateurs who break the pile can go to THR's website and download mp3's of
 themselves.

 'It's been inordinately successful,' THR Producer Bill Desjardins reflected.
 'A lot of hams say the MP3 recordings are very useful to them. But for us,
 the mp3's help support grant applications we're submitting to private
 foundations. Personnel who know nothing about Amateur radio are getting a
 good idea by listening to the mp3's. And this strengthens our applications
 with them.
