No Karl. You are wrong.

We want to know the difference of the peak power and average power
of a modulated MT63 waveform *). This is called the crest factor. In
the case of MT63 the data doesn't play very big role in the crest
factor. The crest factor is slightly lower when MT63 is idling, but
the difference isn't big.


*) If you do the math, you'll notice that this is exactly the same
thing as peak voltage to rms-voltage ratio as long as the load
impedance stays constant.
