Rule number two, radio is a government regulated service, far more than 
the marketplace. You cannot apply your paradigm in this same manner. 
Every step we take in radio is regulated, and every change is regulated. 
Therefore when you want to make changes, you must go to government 
that holds the keys to the treasure house. You don't have to do this 
so much in the market place of free enterprise: hello? Radio isn't there! 
When we "go running" to government, as you put it, it is to change regulation 
already in place so as to make something possible. You went "running" 
to government for your license, did you not? At least, i hope. There's 
a bunch on 11 metres that did not. We see the result. 

I'll not engage so much in the digital debate, but when it comes to the 
world of radio, comparisons to the anti gun lobby, free market peridigms, 
etc. just do not hold. You get fined, asked to attend Federal court, and 
show cause why. You must "run to government". Would that it was different. 

But then, i left 11 metres for a reason.
