In the U.S. if you talk to the Homeland Security Folks, FEMA, NDMS, Red Cross,
Salvation Army, Texas Baptist Men's Disaster Relief, Southern Baptist Men's
Disaster Relief, VA, CDC, DoM, International Medical Relief, and many more have
all stated that the ability to send a high volumn of data in a short time is
tantamount to the successful completion of their mission when "deployed" in a
disaster relief or emergency situation where normal communuications are not
avaialble or overloaded.

If hams are to be able to help out in these "disasters" then we need to meet
this need.  

If we don't meet this need, then Congress may very well take away our ham bands
as we know them today and give them to those who can and will provide these
services.  

We used to have a requirement that you had to operate a certain number of hours
to have your license renewed.  Some countries have added other requirements of
participation or operation to have their license renewed.  The FCC could very
well require hams to be able to operate and show proof that they have operated
high speed, robust, digital communications a certain number of hours before
renewing your license.  Or they could outlaw CW, AM, SSB and FM and require that
all communications be digital...even digital voice.  We must remember that in
the U.S.  its a privilage to operate on the ham bands, not a right.
