EarthLife Africa have 10 reasons for opposing the PBMR project, but
nowhere do they acknowledge the fact that annually 200 tonnes of uranium
products are discharged from the thermal power stations stacks per year,
in the coal fields to the east of Pretoria, as uranium is present in the
raw coal beds.
The question of depleted uranuim pebble disposal was being considered by
the government, with deep storage disposal facilities in geologically
stable area. Long lead time items have been placed with ENSA in Spain for
the 2000 tonne steel pressure boundary, Mitsubishi for the 305 tonne steel
core barrel, SLG of Germany will produce 600 tonne of reactor grade
graphite for the reflectors surrounding the core, PBMR Fuel Company of
Pelindaba, will make up 90 tonnes of fuel spheres for the core, using
enriched uranium from Russia. These fuel spheres will be tested in
reactors in Russia and Holland, SNC Lavalin of Canada are involved in a
joint venture with local company Murray & Roberts in the engineering,
procurement and construction management, UK Heatric for recuperator heat
exchangers, USA Westinghouse and Gamma Metrics for nuclear
instrumentation, Japan M.H.I. for the turbo generating sets and RSA IST
Nuclear (Pretoria) for nuclear auxiliary systems. Jaco Kriek, CEO for the
pebble bed project noted that final preparations for delivering the
hardware was being carried out ahead of the commisioning of the
demostration power plant, and in parallel, the pilot fuel plant design
finalisation for construction to manufacture fuel for the reactor core by
2013.
Eskom has already advised S.A. that the cost of electricity is to
increase rapidly to finance new capacity. Eskom is planning to take the
40 000 mW up to over 75 000 mW (25 000 mW being nuclear). Contributions
fron foreign and local investors in the pebble bed modular reactor project
have reached R 4.2 million since its inception eight years ago, and the
State will inject R 6 billion more over the medium term. A report tabled
in parliament for 2006 / 2007, R 1.8 million is included to keep the
reactor project on course until December. Eskom has provided R 818
million since its inception in 1999. The Industrial Development
Corporation provided R 457 million, followed by US based Westinghouse
which provided R 450 million. The government so far has injected R 2.38
million, while Exelon close on R 101 million.
