Ah now I see, a secondary fuel cell is like a secondary chemical cell
only horribly expensive, complicated and inefficient. We'll leave that
one to sci-fi along with Bussard hydrogen collectors, deuterium storage
and IMPULSE drive.
Eh, a car battery charging system is just a little more involved when it
comes to voltages but no matter, a stationary "smart charger" emulates it
and that's the subject anyway. I don't pretend to be an expert but I have
the basic idea, steady-state charging at 13.8V won't fully charge the
battery and that appears to be the shortcoming around here. Charging
voltage can go as high as 14.5 with quite a few amps behind it initially
and then levels off to 13.8 for a time and shuts off when the circuit
senses a fully charged battery. Now THAT'S what foxes me, how does it
know the battery's state when it gets nearly topped off? A smart charger
surely has a rudimentary brain of sorts, chargers that use Ohm's Law are
ordinary dumb chargers which is why about the best you can get out of a
car battery is about 5 years before the starter goes uuuh, uuuh
ppphhhttt.

wondering what's happening until it's all over). Then Moses was muttering
