Bob may have a point in that he has never seen them stopped.
The location of Albany is on the edge of the Roaring Forties, so called by old
time maruners on the UK Australia run because after rounding the Cape of Good
Hope they had a fast sleigh ride to Australia with never ending winds of the
Roaring Forties.
At other latitudes they were called the Frightful Fifties and Screaming Sixties.
I think the reason to keep them rotating was a maintenance thing. Perhaps there
was a porblem with the bearings if they stood too long.
The other possibility is they might start up more quickly in a light breeze than
if they were stationary.
We had trolley busses in Sydney many years ago and when diesal gets very dear
or in tight supply we will probably see them again.
I heard a talk by an engineer in the public transport field on trolley busses
and they can now move from the kerb out to the thrid lane without any problem
so they are a real option. Trams here were on 600 Volt DC as the antenna on
my fathers 1938 Willys found out the gard way.
