"Effectively outlawed" is different to banned. Effectively outlawed from
ownership, or from use on public roads?
I can'tr speak for Bob's side of Australia, but here in NSW there is an
annual inspection of vehicles more than three years old before they can be
registered for another year. This is a Safety inspection. The brakes,
lights, windscreen wipers and so on are checked that they work. The engine
number and VIN are checked against the records, and a certificate issued
if all is OK. There is no emissions check, but I expect that will come
eventually.
On to lawnmowers. The best known brand name in Australia would be "Victa",
now a wholly owned subsidiary of Briggs and Stratton. The 4 stroke models
use various Briggs and Stratton engines, while the 2 stroke models have
their own locally designed and built engine.
From the FAQs on their web site (http://www.victa.com.au/index.cfm):-
"Sloping ground greater than 10 degrees - use a 2-stroke engine"
