Hi Kevin (Bob) and all,

Now we're quibbling semantics. (;->) When a vehicle doesn't pass the
emissions test the driver is given time for repairs and it's reinspected.
You can't play the game forever, eventually it's taken off the road. 2
stroke engines by design can't pass so we no longer manufacture nor
import them, you can't sell what can't be used. They're effectively
outlawed... did I really have to qualify my previous statement? (;->)

I don't know about Motocross racing specifically but I suppose like any
motor sport there are exceptions and restrictions for on road use.
Antique cars are another exception but use is restricted, we can't drive
them around for everyday.

If you can't use a lawn mower on sloping ground what good is it? This is
the first time I've heard such a thing, only in Australia I suppose, we
aren't allowed sheep mowers within the city limits so our "gas" powered
ones must work properly.
