Well, David, I don't know about the claims of the NASA man but I do know
that there was extensive publicity given to what was claimed to be a first
in ear surgery with a cochlear implant (bionic ear) done on a completely
deaf person in Australia. Here is a summary of a report on the Clark
Bionic Ear, claimed to be a first and the invention of Graeme Clark.

There is more on the Internet on the subject under the name Graeme Clark.
We could argue about this till doomsday, but it is clear that the NASA man
may have invented the idea, but the important issue of using it for
surgery to create a "bionic ear" to allow deaf people to hear came from
Graeme Clark who actually developed the technique it so that it could be
applied generally to patients world wide. He was the inventor of the
"bionic ear."
The matter was given considerable publicity over here years ago - could be
20 years or more now. I can't remember the dates.
