I hope I did not give that impression, Ray, and the answer would be a
resounding NO!.
It seems your position in Kempsey is more akin to that in towns in some of
the remote towns  of this state (Kalgoorlie for instance), and also to
some extent in the capital city, but here also the white community
provides a good deal of the problem with street kids, drugs and youth
crime.. 
In my town most aborigines are settled in housing in the city and have a
Corporation which keeps an eye on the welfare of the indigenous people and
there are few problems. The kids attend school, and though there have been
family feuds, generally there is not much problem.This is not so in the
north although there there are communities where the people live together;
they are often the traditional owners of the surrounding land .Their
biggest enemy is alcohol, which they have now banned in several
communities.
There is 150 years of neglect to make up for and it won't happen overnight
or, as Ray points out, by pouring money into the problem.
