It has been pointed out to me by an RU3 station in an SP, that I got the above
wrong. That the starter in an unpowered state is open, so I have just done a
bit of research on't web and we are both right. 

Some form a closed circuit when cold (thermal) and unpowered and others are
initially open and close briefly (glow type). So it depends upon the type of
starter. In addition to these there is an electronic type.

Using either type, the same principle applies in that once the tube has struck
the starter can be removed.
