Rules for the Missouri QSO Party Rev -03/06/09
1. SCOPE
This document outlines the rules for the Missouri QSO Party, sponsored by the
Boeing Employees’ Amateur Radio Society-St.
Louis (BEARS-St. Louis).
2. RULES
The General Rules for All ARRL Contests will apply except as noted.
2.1. Eligibility
Any licensed radio amateur may enter.
2.2. Object
The object of the contest is to work as many stations as possible during the
contest period, to provide all licensed radio amateurs
outside the state of Missouri the opportunity to work Missouri counties, and to
provide all licensed radio amateurs in Missouri an
opportunity to work other states and countries.
2.3. Date and Time Period
The contest period will be from 1800 UTC Saturday to 0500 UTC Sunday, and from
1800 UTC to 2359 UTC Sunday on the first
full weekend in April (e.g. 1800 UTC April 4, 2009 to 0500 UTC April 5, 2009,
and from 1800 UTC to 2359 UTC April 5, 2009).
2.4. Modes and Frequencies
CW and phone operation on 160, 80, 40, 20, 15, and 10 meters. Suggested
frequencies are 1810 kHz or 40 kHz up from the band
edge on CW, and 1880, 3980, 7180, 14280, 21380, and 28350 kHz on phone.
2.5. Entry Classifications
2.5.1. Missouri Stations
Missouri stations will operate from a single county within the State of
Missouri. Missouri stations may work any other station once
per mode on each band except rover stations may be worked once per mode on each
band for each county in which the rover station
is located.
2.5.2. Rover Stations
Rover stations will operate from at least two counties within the State of
Missouri. Rover stations may work any other station once
per mode on each band from each county of operation. Rover stations may work
other Rover stations once per mode on each band
for each county the other rover station is located. Rover operatation on county
lines is permitted. County line operations must log
these contacts as separate QSOs with a unique serial number for each county.
2.5.3. Non-Missouri Stations
Non-Missouri stations are from any other state in the United States (US), or
any Canadian province or territory. Non-Missouri
stations may work Missouri stations once per mode on each band, and rover
stations once per mode on each band for each county in
which the rover station is located.
2.5.4. DX Stations
DX stations are from any entity on the ARRL DXCC Countries List excluding the
United States, Canada, Alaska, and Hawaii. DX
stations may work Missouri stations once per mode on each band, and Rover
stations once per mode on each band for each county in
which the rover station is located.
2.6. Exchange
2.6.1. Missouri Stations
Missouri stations will provide callsign, RST, a sequential serial number, and a
three letter county code as defined in Table 1.
2.6.2. Rover Stations
Rover stations will provide callsign with a suffix of “/Mö or “/Rö or “mobileö
or “roverö, RST, a
sequential serial number, and a three letter county code as defined in Table
1.

2.6.3. Non-Missouri Stations
Non-Missouri stations will provide callsign, RST, a sequential serial number,
and their US state or Canadian province or territory.
2.6.4. DX Stations
DX stations will provide callsign, RST, and a sequential serial number.
2.7. Miscellaneous Rules
The following miscellaneous rules will apply:
1. As a condition of entry, participants are bound to the provisions and intent
of these rules, and bound to the decisions of
the contest sponsor regarding award distribution.
2. Multi-operator and multi-transmitter group or individual operations using a
single call sign will be permitted. Multitransmitter
groups may use separate serial numbers for each transmitter in operation.
3. The use of spotting assistance or nets (operating arrangements involving
other individuals, DX-alerting nets, packet
clusters, etc.) not physically located at the station will be permitted.
4. Cross-band and cross-mode contacts will not be permitted.
5. Contacts through repeaters, digipeaters, and gateways will not be permitted.
However, the use of these means to solicit
a simplex contact during the contest period will be permitted—stations may spot
themselves.
6. All call signs and exchange information will be sent, received,
acknowledged, and logged correctly by each station for
a complete QSO. A valid contact will be a complete QSO that is not a duplicate
based on the restrictions defined in
paragraph 2.5.
7. Missouri and Rover stations will receive one DX multiplier if at least one
DXCC entity is worked.
8. Satellite contacts are prohibited.
2.8. Special Event Station
The BEARS-St. Louis will operate a special event station, WØMA as part of the
contest. A one-time (first QSO only) 100-point
bonus will be added to the QSO point total of stations working the special
event station. WØMA is normally located in St. Louis
County (SLC), but the station may operate portable in a different Missouri
county for the QSO party.
2.9. Score
The score for a participating station will be determined by multiplying the
total number of valid contact points by the sum of the
number of multipliers worked plus the bonus if applicable.
2.9.1. Points
Points for valid contacts will be awarded in the following manner:
1. Valid phone contacts count one point each.
2. Valid CW contacts count two points each.
3. At least one valid contact with the special event station will count as a
100-point bonus to the QSO point total.
2.9.2. Multipliers
Multipliers will be awarded in the following manner:
1. The multipliers for Missouri and Rover stations are Missouri counties, US
states, and Canadian provinces and
territories worked. An additional multiplier of the value of one will be added
if at least one DX station is worked.
2. The multipliers for Non-Missouri and DX stations are Missouri Counties
worked.
2.10. Reporting and Submissions
Entries must be submitted to the contest sponsor within 30 days after the
conclusion of the contest. No late entries will be accepted.
A complete entry will consist one of the following in order of preference:
1. Cabrillo format (no summary sheet required) – E-mailed or sent on CD
2. ASCII format – Summary Sheet required – E-mailed or sent on CD
3. Paper entry – Summary Sheet required – mailed to WØMA
Incomplete or illegible entries will be classified as check-logs. Non Cabrillo
entries without a summary sheet will be scored as
check-logs.

An example of the official summary sheetis included in this document, or it can
be downloaded from the BEARS-St. Louis web site
at http://www.w0ma.org. The log of contacts must show time, band, mode, and
full exchange for each QSO.

after entry submittal deadline.
3. AWARDS
3.1. Winner Selection
With the exception of Non-Missouri stations, the stations with the two highest
scores in each entry classification will receive a
certificate. In the case of Non-Missouri stations, the stations with the two
highest scores in each US state and Canadian province or
territory will receive a certificate. Additional certificates may be awarded at
the discrestion of the contest sponsor.
3.2. Tie-Breakers
Should more than one station attain the same score, the following tie-breakers,
in order, will be applied to determine their standing
positions:
1. The station with the most Missouri counties worked will be awarded the
higher position.
2. As a final tie-breaker, the sponsor will use a coin toss to determine the
higher position.
