Hello Andy,
If you send that mp3 as an e-mail file atatchment to my address below I
can run a frequency spectrum analysis and take my best guess as to what
it is. Forget about packet, you know darn well mp3 won't fly! (;->)
Now I suggest that meanwhile you get your modulation and frequency
straight. 25.14 and 25.16 NBFM are assigned to the US petroleum industry.
If what you heard actually was on 25.158 USB it was most likely outside
the US, possibly a pirate or clandestine station of some sort. Just
because the band is open to the US doesn't mean the signal is coming from
here.
