I think the answer is that it isn't 'needed' to make a contact or gain awards.
On VHF, precise antenna direction is more important and available countries are
few and difficult to get so people have used locator squares for awards and
calculated precise headings and distances from the grid squares for a long
time.
On HF however.. Countries are easy.. aerials generally wide angle/non
steerable..
Also its much more enjoyable trying to spell Gelsenkircken on cw and find it on
the map..or tell the Yanks we are in Linlithgow which is in Scotland not near
London.. England.. a locator would simply take all the fun out of the contact
;)
