I think I may know why Australia originally was opposed to a change to 40
metres.
In the first notifications of proposals for 40 metres was a suggestion that
the band be made 6.9 Mhz to 7.1 Mhz. This if I remember correctly was a
proposal of the broadcasters.
However it was certain that Australia would oppose such an allocation because
it is widly used in Australia for School of the Air and the Flying Doctor
Service. There is a large number of outpost stations in the band 6.9 to 7 Mhz.
The ACA probably thought there was no stopping the broadcasters if there was
to be a change so they opposed any change.
