RA or no RA, can of worms, NOT! The same ITU rules apply everywhere so
there should be NO confusion.
The key to understanding WHO the originator of a message is NOT it's
point of origin but it's point of origin ON THE AIR. For the sake of
discussion, a land line packet BBS may be considered on the air although
not literally correct.
Another key is INTENT. WHO intended the message to ultimately end up on
the air? Not necissarilly the author! The one who TRANSMITTED the message
and the Amateur station that did so is considered the point of origin and
the originator of the message. THAT person is responsible for content to
begin with AND those who retransmit it within national boundaries. What
may be considered "air worthy" in one country may not be considered so in
another.
In the US it is perfectly legal for an Amateur to offer for sale to
another Amateur Ham equipment and we post packet bulls to the effect all
the time. Such is NOT legal in other countries, so we MUST NOT post them
to WW or anything over a wider area than USBBS. If one should somehow
leak out, it's the responsibility of a foreign sysop to delete the
message and prevent it from being forwarded. Again, INTENT.
There is no such thing as a can of worms when you widen your field of
view and stop picking the issue apart, focusing on each individual worm.
Now I'm taking MY can of worms and going fishing.
