In a word, WRONG. Actually on TWO counts wrong.

Consider INTENT. If intended for radio transmission it's considered a 
radio transmission regardless of HOW it gets on the air. If the one who 
transmits it directly on the air, that person/station is solely 
responsible. If it is transmitted via the Internet and INTENDED for radio 
transmission, BOTH the originator and the one who puts it on the air are 
responsible. If the originator is not licensed he is not responsible to 
the licencing agency (in your case the RA) but responsible to some other 
government agency nonetheless. If the originator licensed, he then is 
responsible to the licencing agency REGARDLESS of how he transmits the 
message. CLEAR?

Yhe exception is when the originator DOED NOT INTEND radio transmission. 
Then the one(s) who DO intend radio retransmission are responsible to the 
licensing agency.

You see? Although a pure land line BBS with no radio ports can't transmit 
the message over the air, it is INTENDED for radio transmission and the 
sysop responsible to the licensing agency. FYI, those GB7 stations are 
licensed by the RA and the license holder is the RSGB.

SHEESH! Now how did that escape the Brits when this Yank knows all about 
it? SOMEBODY isn't doing thier homework...
