Was on the lower segment of 40m this morning and heard a 
jamming signal, and it sounded like the one that Cuba 
had used against their own hams while complaining about
conditions in Cuba.  I googled news for Cuba, and found that
they are short of food and electricity, so I am guessing that
is a likely explanation.
