What is the firmware version in this radio?
There was some ALC bug for ACC input in early versions,
so it worth to check version of that, if it is long ago bought TRX or second-hand use.
Also check on left side of front-panel - speech COMP should be OFF (led not lights),
as it automatics NOT go off when the PTT come from ACC jack!
If the problem also on SSB-phone via hand-mic, maybe there are some failure inside...
