WHAT IS SCOUTING AND WHAT IS JOTA?
Have a close look at Scouting and you'll be pleasantly surprised.
You'll find it's nothing like the media portrayal of 'Boys Scouts'
involved largely in knot tying and lead by Adults of questionable character.
Scouts Australia is a dynamic organisation leading the way in it's
program and policy for the benefit of young people.
Today's Scouts are males and females between 6 and 26 and their leaders
are adults from 18 and up. Females began integration into Scouting in
the seventies. The newest Section, Joey Scouts for girls and boys aged
6 and 7, this year celebrates it's 10th year of operation.
Scouts are actively encouraged to live by a set of ethics, the 'Scout Law',
and to be leaders. From previous experience it is highly likely that
many of today's Scouts will take up positions of influence as adults.
The largest activity in International Scouting is Jamboree On The Air (JOTA)
and Jamboree On The Internet (JOTI). The aim of this activity,
as with all Jamborees, is the establishment of friendship among Scouts
and through this to contribute to friendship and peace among Nations.
Central to Jamboree On The Air is the indispensable role of the
Amateur Operator volunteering his or her time, skills, and equipment.
All Scout Groups, and Guide Units can participate in JOTA and JOTI
which is this year on the 21st and 22nd of October.
As an operator you will need to be aware that JOTA operates on local time.
This means that some international contacts will not be available until
Saturday evening and throughout Sunday due to Australia being closer to
the International date line than many other countries.

The National JOTA/JOTI Address can also be heard from various other
broadcasters and repeaters on Saturday 21st of October over Amateur radio
for about 10 minutes commencing at 1300 AEST (0300 utc)
(please note that Australian Eastern Standard Time is different to
daylight saving time).
It consists of speeches by the Chief Scout, the Patron of Guides, and
Scout and Guide Chief Commissioners. JOTI bases can listen this year by
downloading a free Real Audio Player, and the National JOTA/JOTI Address
as a Real Audio file at the Q News site at www.wia.org.au/vk4
CONNECT TO THE WORLD
It's a great year for your Group to get involved in the largest Scouting
activity in the World. JOTA and JOTI offer all Youth Members of Scouts the
chance to participate in a World Jamboree, make friends, have fun, learn
about communications, and experience Scouting in other places at little
or no cost. The idea of JOTA and JOTI is to get in touch with other
Scouts and Guides anywhere in the World by using Amateur Radio and the
Internet.
Your whole Group can participate in JOTA simply by inviting an Amateur Radio
operator to set up at your Scout Den over the JOTA weekend. Setting up
JOTI is a breeze with so many computer whizzes around, particularly among
the Youth Members, to help you bring a computer on line, send and receive
e-mails, surf Scout websites, or try out Internet Relay Chat. With the
Olympic Games over and Paralympic Games in progress Australia will be
the subject of World interest.
Special callsigns
To celebrate the Games, all Australian Amateur Radio operators and JOTA
stations can use a special AX prefix, for example the National HQ station
in Canberra VK1BP can use the callsign AX1BP if it wishes.
A top year for radio
Another bonus for JOTA is that the twelve-year solar cycle is close to its
maximum and is providing remarkable conditions for high frequency radio
communication. Also, If your regular operator has an Intermediate licence
you will now have access to all the Amateur frequency bands due to recent
changes to Australian Communications Authority regulations.
Jamboree
There's a fair chance that Scouts and Leaders going to the Australian
Jamboree may know their Troop numbers in time for JOTA and JOTI.
Exchange Names and Troop numbers and see if you can meet your new friends
at Cataract Park.

There's no better site for JOTI than the World JOTI site www.joti.org
with lots of good advice and a range of software downloads to get you
started. Of particular interest are the rules of JOTI, including
netiquette, which ensures safe and successful use of the Internet.
The World JOTA site is well worth a visit at www.scout.org/jota
including details of this year's Cartoon Network Game.

An Assistant Scout Leader in the United States, Jay has assembled a
fascinating collection of JOTA badges from many countries.
Each country in the collection has it's own page, and as you view the

An essential for JOTA or JOTI is Sun Clock for Windows, a free small
program of less than 400k. It provides you with a map of the World with
changing areas of day and night. Click on any location to discover the

The Australian Radio Certificate Scheme, Junior Certificate, is designed to
help Young people learn about radio and electronics. It has very readable
and interesting explanations of basic radio theory and some simple
experiments to try out. A certificate is awarded upon completion.

IT IS REQUESTED THAT STATIONS LEAVE SCOUT AND WIA NEWS FREQUENCIES CLEAR
FROM 0245 UTC (12.45PM EST) UNTIL THE END OF THE CALLBACKS.
* Ensure your gear is insured before you go out to a field station if you can
not afford to replace it.
* Remember if you are the operator in charge of the station and you can see,
or hear electrical storms coming towards you, then you are placing more
than your gear at risk if you leave your station connected.
* Please discuss the quality of your tent before the event.
* If it looks like being dry and dusty perhaps some old carpet would reduce
the dust being kicked or blown up.
* If you are working inside a building remember that many halls and rooms are
acoustically terrible. Try hanging up blankets or tarps around the
operating area to deaden the echo.
* You will find that several pair of headphones are valuable to help scouts
concentrate on the activity on air.
* Please ensure that your Station is not left with out a qualified operator
supervising the Microphone or Keyboard.
* If your station is a special event station or if you don't intend to act as a
mailman to distribute any replies to various patrols that come back looking
for your station. Please request names and postal address sent out with
each message. If some scouts are cautious sending out their own names,
suggest their leaders name and address.
* Encourage the older scouts, Vernturers or Rovers to help with field station
antennas. Don't expect to much however, most will not understand what you
want unless you carefully explain it.
* A Scout leader should be present at all times in the station. The operators
job is to operate the station, not maintain discipline in the shack.
If things are getting to noisy or behavior is a problem please do say
something to the leader in charge. Kids will be kids but it is your gear
that falls off the table.
* Ensure details of YOUR JOTA experience/activity is forwarded to both
VK4SGW National Co-ordinator and National Scout Association.
* Don't leave cables laying around where people can trip over them or get
hung up in them outside.
* JOTA must be shown to be interesting to the age group. Young people will
not sit and listen for 3 minutes to crackles, noise and tuning up.
Infact 1 good copy is worth 2 DX contacts if conditions are bad.
* Please don't just sit there tuning around and muttering that conditions are
bad, call CQ JOTA it often will work.
Enjoy your JOTA but don't forget your own comforts.
Chairs, Food Drinks ( non - alcoholic is recommended ) and good company will
make JOTA enjoyable for all. JOTA is a wonderful way for us to present our
hobby to young people. Good Luck and I hope to hear you on air.
For those whose normal weekend communication is disrupted by JOTA, thankyou
for your patience and tolerance. Most youth members only get a few minutes
on air and for most it is the only time in the year they see Amateur Radio,
and it may very well be their first time. The Amateur Service never gets a
better opportunity to sell the hobby to the youth of VK.
There may be another reason why we should all take pride in our JOTA
stations. In his book 'Scouting for Boys' Lord Baden Powell wrote '...
distances have become so much smaller through motor transport, aeroplanes,
and radio that people of different countries have a better chance of getting
to know each other more closely. By far the best way of preventing future
wars and of making sure of lasting peace is to make friends with our
neighbours across the sea in foreign countries.' Most Amateurs, having many
friends far afield would see value in this statement. When there is news of
misfortune in another country I often think of it's Amateurs that I have met
on the air.
It is the largest youth activity in the World Scout Movement.
eg back in '97 over half a million Scouts and Guides participated,
largely through the assistance and goodwill of the Amateur Service.
This represented 3% of Scouts worldwide.
In VK, 13% of all Scouts participated putting VK in the top nine countries.
Interestingly the highest participation rate at 30% was in Chile
where non-licensed Scouts are not allowed to speak on air.
VK topped the list for contacting the most number of countries.
You don't have to be involved in Scouting to participate in JOTA as an
Operator. A closely guarded secret is that the Adults get more out of
Scouting than the Youth members.
For Operators, JOTA is a fun time, a chance to let loose, experiment, and
show how good the hobby is, even to bring out the morse key. Seeing CW
in action is an awe inspiring sight for Scouts.
The Scout method is learning by doing, and having fun. JOTA is not a
contest, it has a relaxed feel with plenty of time to chat. Most Scouts
are equally happy to talk to someone across the paddock, as to work
interstate or DX. An Unrestricted Licence is not at all essential in
having a great JOTA.
Dress up your Station with plenty of maps, pinboards, photos, QSL cards
and gadgets. Remember artists impressions of what the year 2000 would
look like? Slim healthy People, eating tablets from dispensing machines,
zipping around on hovering vehicles, or seated at streamlined computer
consoles with visors and tight silver tracksuits. Well at least the
computer part came true. Why not make your JOTA station look a bit more like
a space Station.
