 ON THE OCCASION OF THE OPENING OF THE 1999
 JAMBOREE-ON-THE-AIR- AND JAMBOREE-ON-THE-INTERNET


 Hello everyone and welcome to JOTA and JOTI.

 Last Monday marked the centenary of the start of the Mafeking siege,
 from which grew the idea of Scouting. I was in Mafeking just a few weeks
 ago, and learnt more about the siege and the tragic loss of life, not
 only during the siege, but afterwards as the Boer War raged
 through South Africa.

 It was a forceful reminder that out of a shocking war, came a movement
 of young people dedicated to peace and human understanding.

 This year we think of the problems in Kosovo and East Timor, and
 the earthquakes in Turkey, Greece and Taiwan. We send special greetings
 to Scout friends in those countries.


 On World Peace Day a few weeks ago Scouts around Australia sent
 peace postcards to other Scouts around the world. Our message is that
 young people want peace, and that human understanding can only come
 by mutual respect for each other, and tolerance and acceptance
 of each other's cultures.

 Through JOTA and JOTI Scouts and Guides exchange greetings, learn
 about each others country, swap ideas and make new friends and so
 strengthen the contribution of the movement to building peace and
 human understanding between young people.

 I thank His Excellency Sir William Deane, Governor-General and Chief
 Scout of Australia and Lady Deane for their participation in this opening.
 I also thank those radio operators around Australia who give so
 generously of their time and talents to make this weekend such a success.

 As we face the new millennium, it is becoming more important to
 strengthen our global community. JOTA / JOTI help us to realise each
 one of us individually can "make a difference" to our global community.

GOVERNOR-GENERAL OF THE COMMONWEALTH OF AUSTRALIA
AND CHIEF SCOUT OF AUSTRALIA
ON THE OCCASION OF THE OPENING OF
THE JAMBOREE-ON-THE-AIR AND JAMBOREE-ON-THE-INTERNET
SATURDAY, 16 OCTOBER 1999

 Hello to everyone taking part in the 1999 Jamboree-On-The-Air
and Jamboree-On-The-Internet.

 As Chief Scout of Australia I welcome Scouts and Guides who are
listening in to this broadcast via the network of stations established
by keen amateur radio operators around the country.   I also welcome
those who read these comments on the Scouts Australia Internet
Site -- http://www.scouts.com.au

 As we approach the end of the century it is an appropriate time
 to reflect on the developments in communication that have been
 so important in bringing the people of the world closer together.
 This has certainly been the case for our Scouting and Guiding
 Friends around the world.

 One hundred years ago, in March 1899, Marconi demonstrated the
benefits of wireless communication by making a test transmission
across the English Channel over a distance of 85 miles.   In the
same year, wireless transmission also proved its usefulness in
emergency communication for ships at sea.   At that time, morse
code was the only mode of transmission.   Since then, there have
been many leaps in technology that have enabled voice, text and
even pictures to be sent over the airwaves.

 Amateur Radio has played a part in those developments since the
early 1900s with keen experimenters trying to copy the first efforts
of Marconi and building on those early foundations.

 For well over 46 years, Amateur Radio has also played an important
part in bringing Scouts and Guides closer together; with
stations established at Australian and International Jamborees
and in countries all over the world as part of the Jamboree-On-The-Air.

 These days, of course, new technology in the form of the Internet
is providing an alternative means of bringing people together
through the computer keyboard and screen.   The ready access of
computers to people everywhere has meant that the computer has
become a wonderful instrument for learning more about one another
and gaining a better appreciation of different cultures and practices.

 Even within our own great continent there is a huge opportunity
for us to learn more about one another.   In particular, I urge
you to take the opportunity to communicate with indigenous Australians,
to learn about their culture and interests and to share ideas
with them.   Through your individual efforts, you can make a difference,
and help make Australia a better and happier country.

 Whether you are communicating by radio or the Internet, I wish
you every success in developing the fellowship of Scouting and
Guiding during this week-end.

 HELLO TO ALL MEMBERS OF THE GUIDE AND SCOUTING MOVEMENTS.

 IT IS A GREAT PLEASURE FOR ME TO HAVE THE OPPORTUNITY TO SHARE
 THIS VERY SPECIAL OCCASION WITH YOU.

 ONCE AGAIN YOU HAVE HAD A VERY BUSY YEAR FILLED WITH A VARIETY OF
 ACTIVITIES AND CHALLENGES.

 AS CARING MEMBERS OF OUR COMMUNITY YOU HAVE EXTENDED A HAND OF
 GOODWILL AND GENEROSITY TO HELP THOSE IN NEED, BUILD UNDERSTANDING
 BETWEEN CULTURES, AND TO IMPROVE OUR ENVIRONMENT.

 FUND-RAISING EFFORTS FOR THOSE LESS FORTUNATE HAVE BEEN HELD AROUND
 AUSTRALIA THE EXMOUTH FLOOD VICTIMS AND THE KOSOVO REFUGEES WERE
 AMONGST THOSE WHO BENEFITED FROM THIS SUPPORT.

 GUIDES IN WESTERN AUSTRALIA HAVE HELD FRIENDSHIP CAMPS FOR MIGRANTS
 AND YOUNG GIRLS FROM DIFFERENT CULTURES TO HELP THEM UNDERSTAND OUR
 SOCIETY AND WAY OF LIFE.

 RECENTLY THE GUIDES PROUDLY PRESENTED IAN KIERNAN, CHAIRMAN OF THE
 CLEAN-UP THE WORLD FOUNDATION, WITH THE WAGGGS WORLD CITIZENSHIP
 AWARD FOR THE OUTSTANDING CONTRIBUTION HE HAS MADE WORLDWIDE TO
 IMPROVE THE ENVIRONMENT.  IN THE SAME SPIRIT, GUIDES AROUND AUSTRALIA
 ARE ALSO PLAYING THEIR PART TO HELP IMPROVE THEIR LOCAL ENVIRONMENT.

 IN RECOGNITION OF THE INTERNATIONAL YEAR OF THE OLDER PERSON GUIDES
 HAVE BEEN ACTIVELY TAKING PART IN PROGRAMMES AND ACTIVITIES INVOLVING
 THE OLDER MEMBERS OF OUR COMMUNITY. I AM SURE THAT DURING THESE MANY
 HAPPY ACTIVITIES AND SHARED EXPERIENCES MUCH FUN WAS HAD BY YOUNG AND
 OLD.

 I WOULD LIKE TO TAKE THIS OPPORTUNITY TO WISH YOU WELL AS YOU CONTINUE
 TO PARTICIPATE IN THE MANY EXCITING ACTIVITIES THAT HAVE BEEN PLANNED
 FOR NEXT YEAR. I WOULD ALSO LIKE TO ACKNOWLEDGE AND THANK YOU FOR THE
 WONDERFUL WORK YOU DO AS MEMBERS OF THE GUIDING AND SCOUTING MOVEMENTS.
