I heard an OTHR radar system today that had a different sound to the
usual suspects.

It sounds more like the Iranian system 2 but not quite.

Maybe it's a variant they're using ?

Propagation analysis shows that 18Mhz would be open to Iran to my QTH
with two F2 hops, however the first hop would be in Cyprus, also a known OTHR 
QTH that is "friendly to the west".

Spectrum analysis here shows a closest match to Iran System 2.
