As usual I guess many amateur packet radio operators around the world
without internet access will be frustrated that the report does not get
issued properly onto packet radio !
So to help those radio amateurs without the internet here it is..

Part 1: Overview Region 1
Europe:
Most persistant: The Indian broadband system (13.960 - 14.200) was active
the whole month. The same system interfered 10 MHz in the later evening
hours. Due to sporadic E-conditions a mysterious Radar system was observed
on 24 MHz. The beacon cluster on 7.039 MHz is still active. The beacon D
from Ukraine could be heard in Europe, Canada, Kenya, India and even in
New Zealand! The German PTT had been asked for assistance.
Lots of illegal fishery buoys were reported to our beacon-expert DJ7KG.
Georg (DJ7KG) found out that the fishery buoys are even transmitting with
6 - 10 Watts! A strange buoy was found on 28095.0 MHz.
Africa:
There were no very unusual features during August, and deteriorating
propagation reduces the less noticeable intruders. Somalia now boasts
a central government, the first in over a decade, which was established
in Nairobi during August. However, they have yet to take general power
and to me there seems little hope for control of the radio chaos in that
country in the foreseeable future. The number of illegal stations
operating on Amateur bands within Kenya remains low, with far fewer being
observed than even a year ago. A few Somalis on HF (mainly 14114 kHz) and
what appear to be visiting Tanzanian hunting safari vehicles in Nairobi
on two meters are about all that are heard. Tanzania showed the same group
as before, the missionaries on 7005, agricultural estates on 7022.5, an
apparent transport or bus company on 7023, TANESCO on 7045 and the
hunting safaris on 7045 kHz.
Somalis continue to operate to and from Kampala, Uganda, on 14311, and an
NGO may have established itself there on 7050 kHz. Numerous Francophone
African stations, DRC, Burundi and Rwanda cover the HF spectrum, in our
case mainly the 40 and 20 meter bands. Southern Sudanese and Ethiopian
stations are commonly heard on 40 meters in the same numbers as before.
The AM broadcast intruders are represented chiefly by Voice of the Broad
Masses,Eritrea, on 7100 kHz. Unheard for some time the CIS (possibly
Naval) "C" and "K" beacons near 7039 kHz reappeared during the month.
There have also been two similar, continuous and unidentified
signals, on 7035 and 7086 kHz, which appear as ten channels on the
oscilloscope.

The missionary nets in DRC, Rwanda and Burundi are still very active on
14300.0 LSB, 21021.0 USB (alternative 21041.0 USB) and 21068.0 USB/LSB
(alternative 21071.0 USB/LSB) interfering PSK31 traffic.
The Brothers of Boldness are not respecting any legal HAM-traffic.
A new pirate net appeared on 21000.0 USB. Male persons using the idents
T1 and T2 tried phonepatch connects and a serial MIL-modem. The locations
are supposed to be in Eastern Africa. The African ALE-net on 14002.0 was
active the whole month. Somalians are abusing 21080.0 USB daily.
Middle-East / Far East:
The ALE-pest was increasing. US-MIL ALE and Arabian ALE stations were
transmitting on 14 and 21 MHz. The OTH Radar systems on Cyprus were
reported few times.
Fellows from Yemen abused 21000.0 USB for phonetraffic and encrypted
pactor emissions. The clockwork from Iran was audible on 14000.0 and
21000.0 few times.
Russia / Ukraine:
Ukrainian MIL (peacekeeping forces) tried again to establish phonepatch
nets for family traffic (USB) on 14 and 21MHz. Many MFSK 12 channel
CIS-MIL stations interfered 7 and 14 MHz. The beacon problem on 7 MHz
is mentioned above.
Region 2:
13998.5 USB illegal Argentinian net - phonepatching - splattering up to
21001 kHz.
21150.0 USB illegal net from Chile - phonepatching
24895.0 - 24985 LSB - Brazilian truckers daily
The unidentified Radar-system on 24 MHz. The sonagram shows pulses,
which are similar to the French Ocean Surface Radar.

At this point the IARUMS report becomes a section of loggings with
everything from African missionaries pirating the amateur bands as well as
numerous data comms and fishing boat loggings from around the world.
Lots of data stuff seems to appear on 14Mhz, lots of pirate ssb stuff on
7Mhz and the missionaries seeimgly preferring 21Mhz.
Plus lots of CIS/Russian taxi stuff on 28/29Mhz FM, CB'ers (what's new ?)
and fishing net beacons with single letter idents.
