I think you've made a mistake in revealing that your emissions may be
causing his problems, including offering to pay half the cost of any
replacement PIR. You are licensed, and the neighbours detector has poor
RF Immunity, it is their problem.
How far away is the detector from your antenna?
If it is within about 3m of a co-linear, and within the beam of greatest
intensity, even a PIR with a stated immunity to a field strength of 30v/m
may be susceptible to your emissions using 50W. How will you/your
neighbour know the level of immunity a particular PIR provides?
If you progress to a Full/Advanced Licence, or install a beam, your
emissions could likely be much higher, and it's possible that your
neighbour will object/organise an objection to any mast or antenna
installations requiring Planning Permission, since he will expect the
current problem to return.
However, in the present circumstances, if it is possible, it might be
worth advising your neighbour to re-site any new PIR detector further away
from your antenna, or the intended position of any future masts and
antennas, or the beam of greatest intensity. Although this may further
give the impression that you are going to be the sole cause of your
neighbours present and future problems.
