Hello,

maybe those " 10m non ham beacons" are radio-buoys. I refer to an article
in "Funkamateur" 2/04 p. 121, where DL6YCK reports on many of such buoys
he found at the beach somewhere in South America. Obviously they are used 
for fishery purposes (marking fishing nets?)
