I think I can answer this, Darrell.
A lot of bulletins start out as different bulletins to different topics.
The IDIOT bulls are a good example. Someone here in the UK, made a quite
sensible observation that putting an info file in 7Plus format, which would
just disappear into the same directory as all the other 7Plus parts, was a
bit pointless.
I added my view which was in agreement and added that a better idea would
be to send a plain text info file first. Describing the size,no of parts
and subject of the 7Plus file before sending it.
That way, people would know what was in the file and could decide whether
or not they wanted it.
Someone else said" why not do both?".
Then it escalated.
Then someone changed the topic to IDIOTS from INFO or whatever it was at
first.
Why it has to become all emotional and continue for so long is beyond me,
but there is your answer.
People change the topic as in 'IDIOTS' but leave the 'Re:' in.
Some programmes even add 'Re^2' so you can get 'Re: Re^2:'.
I hope this helps.
All the best. Ian.
