   This a pressure thing. As the small bottle has a fixed pressure, it
will be subject to external pressure. Thus by increasing the air pressure
within the airspace in the bigger jar, so the pressure applied to the
surface of the water is increased, thus reducing the relative buoyancy of
the smaller bottlethus the up down movement.
  A sinilar thing can be demonstrated by having a small parially inflated
balloon in a chamber, with a piston in it. As the piston is drawn up, so
the ballon inside gets bigger, & vice versa. At work we have a pair of
vacuun sealing chambers, and ir was great sport in idle times to partialy
inflate a surgical type glove, or a plastic bag (sealed) and put it in the
packer & start the cycle.  Through the viewing ports we could see the item
inside expand until it burst. Same thing, in evers, but also explains why
high flying helium ballons are partially filled, & also why the met. boys 
had the disposable data transmitters for weather forecasting. They fell to
earth or sea when the ballon burst, for the same as previously described. 
  Ain't physics fun? (and confusing, as I often suffer from WEOTS...
