Many many moons  ago I remember  in my apprentiship  class this very  question
came up.
The answer was quite simple:

 Beacause the contact mechanism in the switch is heavier than the tumbler knob
that  the  user presses, if  the mechanism  that  locks the  switch  in either
position fails, then the heavier contact assembly will fall.
As the contactassembly ususally move in the oposite direction to the knob then
the knob will go up into the off position.

  This certainly applied  to the switches  current at the time. I am  not sure
that it is still relevant.
