I  think  the  spread  of  'plugtop'  came from the person with the loudest
voice. In other words,the person, however ill educated, who can become a
TV 'personality' and, thus get his voice heard.

I don't think normal people were confused in the 1960s, except for some
laws which were changed in 1968 cuasing a little confusion.
