This is not quite right, you CAN send the euro sign on Winpack, you 
just have, as I'm seeing it here:-) it is the character code 80Hex. 
YOU may not see the correct character if the font/character set that 
Winpack is using doesn't contain that symbol, but I can display it 
correctly simply by selecting any character set that contains the 
euro symbol as 80Hex. 

No one can actually 'SEND' any particular text character, they can 
only send an 8 bit code, it is entirely up to the receiver how they 
display that code, you have no control over that. We are lucky at 
least the codes below 80 hex are still reasonably standardised :-)
though my BBC model B uses 60Hex for the pound sign :-(
