Depends. There is no hard and fast answer because the cooling performance
depends on many variables. There are several ways to check which is best. O
ne is to use very expensive modelling software and accurately build up
air flow pictures for the case. The other is to measure CPU and motherboard
temperature with the fan blowing in and then with the fan blowing out whilst
you perform the same activities on the computer. If anyone thinks they can
just look at a case and its layout and tell you which way the fan should be
set, then tell them to run (not walk) to the Nobel Prize Committee and claim
their Nobel Prize for physics!

Minor rearrangements of cables in the case may change the optimum direction
from in to out or vice versa. You need to check everytime you change anything.
You may also find that the noise is much worse with the fan working one way
than the other. If the temperature difference is negligible between directions
then pick the quietest direction.

These run hot. Very hot. Check the fan on the CPU cooler doesnt have knackered
bearings. CHeck that it is correctly mounted onto the chip. Check the cooler
is not obstructed by IDE cables etc. Get your vacuum cleaner and remove all
the gloop, gunge, crud, fluff and oogly mooglies that get sucked into the case.
Also check the inlet vents and clear. You can tell they are getting blocked
when there's a thick layer of dust across USB sockets and around CD trays.
