There cannot be any converter, because nothing is converted.

The BIN-format is a plain byte stream, uncoded, with all bytes beeing sent
just like they had been stored before, and they are supposed to be transfered
and received unaltered.

1st problem is: Programs like WinPack still are (and WinPack always will be) 
unable to read the BIN header and handle the following data.
2nd problem is: Irresposible sysops forwarding BIN data to partners that are 
not able to handle them.
3rd problem is: Irresponsible sysops forwarding bulletins with @DL worldwide.
