Hello, just some comments for clarification.

There have not been any discussions about any second step, this is not a
start of something, its a isolated proposal to take care of a problem. The
proposal is for a segment of possibly 300kHz, out of the satellite part
which is 3MHz, that is one tenth of something that is presently not fully
used.

This is clearly not the big problem, several countries are limited to the
band 432-438 MHz and a repeater shift of 1.6 MHz. The current problem is
with forward links for packet. At the BBS I am using, the following
frequencies are utilized, 432.675 forwarding southbound, 433.000 voice
repeater input, 434.600 voice repeater output, 437.700 forwarding
northbound. The CEPT proposal for a European common frequency plan has
limited the 70cm band to 432-438 MHz, for the whole of Europe. Then more
countries would be faced with the same problems, how to handle a number of
transmitters/receivers in one or two MHz, while a relatively large part
(3MHz) is used only by a relatively small number of amateurs.
