Here's something to think about:
Imagine that it's 1996, and elections are to be held in Farawaystan.
The government has pulled out all the stops to ensure that everybody votes,
and they win the elections fair and square. That's great - that's the
way it should be.
Now it's 1999, and the government has called for new elections to strengthen
their position. But the midden has hit the windmill, because 65 % of the
votes go to the opposition and 17.5% of the electorate don't even bother
turning up. The government share of the vote is only 17.5% too...the
government has been fairly and squarely defeated. But what's this? They
have decided to ignore the results of the 1999 elections "because they
are confusing" and decree that the old election results are the only valid
ones. The new elections are declared unacceptable by the leadership, and everyone
has to accept this or else...and the new military dictator has already
bypassed parliament by issuing several draconic decrees.
In the normal world this would cause outrage: but in this case the government
is IARU Region 1, and the elections are the results of voting on a PDNR paper
proposed by the RSGB. If you have difficulty believing this, look at this quote
from the minutes of a meeteing of IARU Region 1 held at Friedrichshaven last June:

further review at the September 2000 meeting of the AC. PA0LOU said that the EC
felt that the Lillehammer Conference had voted in a confusing way, on the one
hand to remove the Morse requirement from M-XXX and on the other, to retain the
decision of the Tel Aviv Conference to retain Morse as a requirement. The EC
had therefore decided that the Region 1 position should be to retain Morse as
a requirement. A paper had been submitted by the Chairman of the CLG reinforcing
the Regional position that Morse should remain as a requirement for an HF licence.
Some present at the meeting expressed surprise at this statement as they had no
recollection of the Tel Aviv resolution on this matter being endorsed at Lillehammer.
Concern was expressed about the paper submitted, apparently by the CLG Chairman,
apparently without the knowledge of IS or member societies.
