        This  a humble sample of thef URE's President manners. He is
   unable to complain at the very moment of the Conference; but once
   back   in   Spain,   his   inquisitorial   mind   and   ownership 
   (by  abduction)  of  the  Asociation  magazine, he expell all the
   poison  he  has  in  his  heart. We know is a domestic problem we
   have;  but what to say about his insults to other Asociations and
   IARU  leading members? When the IARU will react against this sort
   of  madnes?  When  a disciplinary meeting will take place to deal
   with  this  problem  afecting  now all the radioamateur family at 
   large?  We  are  asking for help. We could fight agains all these
   abuses...  but  in  the  court...  and that cost money. He can do
   that  because  he has the whole URE's budget in his hands (around
   180  millions Pesetas). He shots with the king's powder. We, with
   ours.

      IARU REGION 1 CONFERENCE IN TEL AVIV (Sep 5 - Oct 6, 1996)

     SOME CITES  from the referred magazine, by Mr Belay EA1RF URE's

  - Pag 59,  par. 1: "(...) IARC restored the minimun level required
   the  people  present  was  worthy  of,  as  far as installations, 
   lodging  and  foot  concerns  [this  is clear reference to the De
   Haan's IARU Conference].
 
  - Pag 59. par.  2: "Regarding the IARU and the 'lobby' controlling
   it I would dare to repeat what is exhaustively said in my reports
   dealing   wit   the   1993  Conference,  in  Belgium.  Certainly, 
   everything  is  still  the  same, but just adding the 'lobby' has
   acted much more craftily, to prevent any loss of control [peolple
   might  act freely], and in those parcels where they did not apply
   a  full and tight control, they revealed themselves and exhibited
   their  power without ceremony and without a minimum of respect to
   the  [IARU's]  Constitution  and  rules  aproved  in  the Plenary
   Session.

   I will remind [the readers] in an IARU Conference its development
   must  be  splitted  and  well  mixed  up  to achieving the higher
   confusion  as possible to those who can not resist the temptation
   of  questioning  two  important issues, j.e. Administration (...)
   and Rules and Guidelines.

 - P.  60,  par.  5:  [ Regarding  the  General  Administration  and 
   Organizasional  Commitee]   "Therefore"  just to prevent somebody
   strays  from  the  script, the president, secretary and treasurer 
   are three heavy weights from the Executive Commitee."

 - P.  60  par.  7:  [After  explaining  how  next day they had been 
   waiting  for  45  minutes at the door of the Meeting Romm and, at 
   last,  they  body  took a place to go to the president's room, Mr
   Belay  says:]  "Everybody  took a place, even on the ground as me
   and  6W1QL  (...) In ten minutes, with an overwhelming exhibition
   of  "Versallesque Courtesy, smiles from ear to ear and exhuberant
   assertion  of  confidence  on  the treasurer, I1RYS  balances and
   budgets were aproved.

 - P. 62, par. 7:  [After deriding Gibraltar for its 2.000 ptas debt
   (19.20 FF)  to  de IARU, Mr. Belay says:  "(...) the president is
   moreover,  a rotter when he delegates his representation (...) in
   the RSGB,  which held its proxy".

 - P.63,  par.  2: [After explaining how the Conference develops, Mr
   Belay  says:]  "If  everything runs orderly, under the control of
   the  'loby'  everything  seems to be normal (...) But is somebody
   dares  to  stray  from the script, the chaos is as evident as the
   scarce  ethuc of those Executive Commitee, members who lend their
   face  and  act in behalf of the untouchable 'lobby' This happened
   whan  the  president  of the Scrutiny Commitee, being oblivion of
   his  task  and duties, proctaimed Lillehammer as the seat for the
   next  IARU Conference. In this way, he passed the balloting rules
   through  the  spiderweb of the brain of that dull and illustrious
   president of the that commites, who is RSGB's as well.
