URE: A DEMOCRATIC DICTATORSHIP
(History of a Gang)
Since july 1985, the URE (the Spanish national association,
member of IARU) is in the hands of a rascal dictator and his
gang, despite they were elected in a democratic way (let us say
pseudodemocratic). The head of this gang is the Presidente,
EA1RF, former military policeman, grandniece and son of military
policemen as well, wen Spain was under the well known regime of
General Franco. (Beware: do not forget Adolph Hitler was also
democratically elected. Democracy is not just a balloting, but a
continous behaviour.)
Shortly after the URE's abduction, by EA1RF, he begun
deceiving his honorable voters who, ignorantly, put the
Association in his hands. His megalomania led him to buy a new
URE's Central Office, in Madrid (people suspect some personal
profit is involved). Shortly later, sofocated by payments, he
sells the existing URE's seat at a bargain price.
The acquisition of the new URE's Central Office forced the
President to rise a mortage of 90 millions pesetas
(720.000 $ USA), which was (is) a hungman's noose to the URE's
and members' conomy. This megalomania expelled many many members
and, this in turn, made the membership to decrease from 25.000 to
11.000 members in ten years (8.000 in the last five years).
As this shortage of members affected seriously the financial
aspect of the Association, he, in a clever and pretty piece of
play (according to the very President's words), created a very
tricky inssurance policy, garanteed by the Association itself.
The President, who is a very sensitive man to money's odour, had
detected the profit the legal Assurance Company was getting from
URE with this antenna and equipment inssurance. So, he cancelled
the contract and the URE was set up as a new contractor to the
members, who were bound to underwrite this new and atypical
policy on pain of expulsion. This "tour de force" made some
thousand members left the Association.
Again the URE was short of target and money, and its
economical capacity was running down to chasm yawns before it.
And now it stands on the brink of disaster with a suspension of
payment at hand.
Once again, the "enlighted brain" of the leader designed a
new plan to collecting money. So, he assaulted the members'
counting accounts with a charge of 5.000 pesetas (40.00 $ USA),
which produced a harvest of 58.000.000 pesetas (464.000 $ USA).
Astonishingly, this new blood transfusion was not enough for the
Association's needs. This caused a new wave of members abandoning
the group.
As said, more money was needed. And the President had a new
and tricky idea: december 1995, the annual members' fee was
increased (apart from the current one) in 1,000 pesetas yearly up
to next century. And so he did. This caused a new wave of
desertions.
Unbeliveable as it is, wait to read, dear reader, the end of
this extravagant story.
Since the very begining of his reign (1985), EA1RF was
evading taxes. The Association has not paid taxes ever since.
These taxes had to be paid from the profit the URE was (is)
getting from its commercial activities, such as publicity in its
monthly magazine and sales of different items related to
radioamateurism (more than 125 millions pesetas = one million
USA dollars!). He did not pay either VTA or 35% over profits).
Perhaps the President may argue he did not know about.
B U T ...........
In his 1994 General Audit, the URE's Auditor advised the
Association in such a manner:
> "Lately", the Auditor emphasizes [it is himself speaking
> "in third person] the same consideration he is repeating
> "years ago, regarding the fiscal aspect (...) The
> "Association is bound to put into effect a suitable
> "winding up of Societies Taxes and VTA, and these
> "aspects are books, badges, etcetera sales, on the one
> "hand and insertion of publicity in its periodic
> "magazine, on the other."
These are the Auditor's words to the URE's Board of
Management; but the whole gang, led by its President, normally
uses the Law as a toilete roll of paper. In short, the President
may argue averything but ignorance.
In this story, we do not meet a simple mistake, but a long
string of them consciently and sturbonly sustained, year after
year. This tax evasion -including penalties- may exceeds 90
millions pesetas, (720.000 $ USA). Therefore -even without this
figure-, the URE is at the end of a slow death, and on its
death-bed its President is extremely agresive and at daggers
drawn with members, at large, and with disidents, in particular.
This is the gentleman the URE has as a Presidentn. In
total, the whole gang consists of no more than 30 people, who
uses GOLD VlSA card and sleep in 5 Stars hotel. All of them
charge distance in kilometers, subsistence allowance. The very
President uses his caravan (where he remains over night) to safe
all of these incomes in his pocket, As an example, during 1995,
the Board of Management has spent more than 7 millions pesetas
(56.000 $ USA) for these concepts. The President and the
Vicepresident (both retired) are always moving to and fro in
order to collect more than 400.000 pesetas (3.200 $ USA) each
month.
P.S. According to gossip, some Sicilian gans (Mafia, Cosa
Nostra, Camorra, among others) have been undergoing an intensive
training (with excellent results) in the URE's Central Office,
in Madrid.
