No, it says the RSGB should be paying 83p per member.

You will need to ask the RSGB how many members it has to work out how much
it pays. Or look up the financial report and divide the figure given to get
the number of members. Could be interesting if the number of members given
and the payments don't match.

Exactly which bits don't you understand as it seems plain enough to me.

Here it is for those who cant read anything beyond "Janet & John". :-)

In 1999 we were losing money. 
We were going to increase subs by 50%. 
By 2002 we were just about breaking even.
We've introduced some cost savings and now we have cash in the bank.
We think we'll be OK for some years to come.
We think the fees structure is too complex and not everyone is paying.
We propose a simpler structure... here it is.
We think this will be ok till 2008.
We want a postal ballot to confirm this.

I can't see what your problem is? It's not like it is Chaucer and written
in 14th century English. Nor is it machine translated Chinese as found in
cheap computer goods.
