Yes and no. IARU cannot (and does not intend to) forbid the use of any mode
on any band für any amateur. This is only possible for the radio authorities.
But what it can in many countries is disapproving automatic stations using 
Packet Radio on short wave and encourage the use of advanced modes.
This is what is intended only. I doubt that it is really a good idea.
